COUNCIL MINUTES October 14, 2013 <br />DRAFT <br />91 involve search operations for missing and vulnerable adults, especially considering expansion of <br />92 assisted living facilities within the city. They've identified grant funds that, if accepted, would fund a <br />93 program to get transmitters to people who are at risk. There would be no cost to the city; training for <br />94 the program would be held at city hall. <br />95 <br />96 Council Member O'Donnell moved to approve acceptance of the grant as requested. Council <br />97 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />98 <br />99 PUBLIC SERVICES DEPARTMENT REPORT <br />100 <br />101 5A) Hiring of Mr. Shawn Poundstone, General Maintenance Streets Position — Public Services <br />102 Director DeGardner explained that he is requesting authorization to hire Mr. Poundstone to fill a <br />103 position vacated through a retirement. He reviewed the interview process and the qualifications of <br />104 Mr. Poundstone that were identified through the process. <br />105 <br />106 Council Member Rafferty moved to approve the appointment as recommended. Council Member <br />107 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />108 <br />109 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />110 <br />111 6A) Resolution No. 13 -109, Adopting Assessments, 2013 Individual Property Public Utility <br />112 Connections - City Engineer Wedel explained that each year the city receives requests from property <br />113 owners who wish to connect to city water /sewer. This year there are two requests that are being <br />114 forwarded to the council; the costs would be fully assessed to the property. <br />115 <br />116 Council Member O'Donnell moved to approve Resolution No. 13 -109 as presented. Council Member <br />117 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br />118 <br />119 6B) Resolution No. 13 -110, Adopting Assessments, Lino Lakes Assisted Living Expansion — City <br />120 Engineer Wedel explained that the resolution approves an assessment for the Lino Lakes Assisted <br />121 Living project. There are charges they are choosing to have assessed to their property. When asked <br />122 how unit numbers are determined, Mr. Wedel explained that the Metropolitan Council has a formula <br />123 based on facility use. <br />124 <br />125 Council Member Roeser moved to approve Resolution No. 13 -110 as presented. Council Member <br />126 Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br />127 6C) Resolution No. 13 -111, Adopting Assessments, Preserve at Lino Lakes — City Engineer <br />128 Wedel reported that the resolution approves assessments to The Preserve, a residential development. <br />129 They chose to have the assessments levied against properties that they will sell as lots. <br />130 <br />131 Council Member O'Donnell moved to approve Resolution No. 13 -111 as presented.
