COUNCIL MINUTES <br />APPROVED <br />41 G) Consider Approval of September 21. 2020 Special <br />42 Work Session Minutes <br />43 H) Consider Approval of Exempt Gambling Permit for <br />44 St. Joseph of the Lakes Scholarship Raffle <br />45 I) Consider Approval of Resolution No. 20-112, <br />46 Appointing Election Judges for the November 3, 2020 <br />47 General Election <br />48 FINANCE DEPARTMENT REPORT <br />Approved <br />Approved <br />Approved <br />49 A) Consider Resolution No. 20-1089 Adopting the Preliminary 2020 Tax Levy, Collectible <br />50 in 2021 — City Administrator Cotton explained state requirement for adoption of a preliminary tax <br />51 levy for the coming year. The council has discussed the budget several times and most recently <br />52 gave direction for the budget presented which maintains a rate flate to the 2020 tax rate. Adoption <br />53 of the budget at this time is preliminary and the council may make amendments, however, the <br />54 established levy cannot be exceeded. Final budget adoption will occur in December. <br />55 Mayor Rafferty remarked that the new council has worked on the preliminary budget but also staff <br />56 does a lot of hard work. This year in particular has been so challenging and staff has stepped up. <br />57 Councilmember Ruhland moved to approve Resolution No 20-108 as presented. Councilmember <br />58 Stoesz seconded the motion. Motion carried on a voice vote. <br />59 B) Consider Resolution Na. 20-109, Setting the Date and Time for a Public Hearing for <br />60 the Proposed 2021 Operating Budget and 2020 Tax Levy, Collectible in 2021— City <br />61 Administrator Cotton explained that the City is required to hold a public hearing on the proposed <br />62 2021 Operating Budget and 2020 Tax Levy. The hearing will be held on Monday, December 14tn <br />63 Mayor Rafferty remarked that there is still some work to do before the hearing date and he looks <br />64 forward to working with staff. <br />65 Councilmember Stoesz noted that a new Finance Director will be starting prior to the public <br />66 hearing. He would challenge that person to present the information in as informative way as <br />67 possible. <br />68 Councilmember Stoesz moved to approve Resolution No 20-109 as presented. Councilmember <br />69 Lyden seconded the motion. Motion carried on a voice vote. <br />70 C) Cancelling Debt Service Tax Levy(s) —City Administrator Cotton requested passage of the <br />71 resolution which would cancel the levy scheduled for two issuances. The levy is not needed as there <br />72 are sufficient funds for payment of related debt service. <br />73 i. Consider Resolution No. 20-110, Canceling the 2020/2021 Debt Service Tax Levy for G.O. <br />74 Improvement Bond, Series 2013A; <br />75 Councilmember Stoesz moved to approve Resolution No 20-110 as presented. Councilmember <br />76 Ruhland seconded the motion. Motion carried on a voice vote. <br />77 ii. Consider Resolution No. 20-111, Canceling the 2020/2021 Debt Service Tax Levy for G.O. <br />78 Capital Note, Series 2016A <br />79 Councilmember Stoesz moved to approve Resolution No 20-111 as presented.
