CITY COUNCIL WORK SESSION <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE September 28, 2020 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 6:15 p.m. <br />7 MEMBERS PRESENT Council Member Stoesz, Lyden, Ruhland, <br />8 Cavegn and Mayor Rafferty <br />9 MEMBERS ABSENT None <br />10 Staff members present: City Administrator Sarah Cotton; Director of Public Safety John <br />11 Swenson; and City Clerk Julie Bartell <br />12 <br />13 Review Regular Agenda of September 28, 2020 — <br />14 <br />15 Item 2A — 2C — Preliminary 2021 Proposed Operating Budget and Tax Levy — City <br />16 Administrator Cotton explained that the council is being asked to approve a preliminary <br />17 budget as required by state law. The budget was formulated following the council's <br />18 direction as they reviewed information at several budget work sessions. The actions also <br />19 include cancelled two debt service levies that are not needed and setting the time and date <br />20 for the City's Truth in Taxation Hearing. <br />21 <br />22 Item 3A — Appointment of Human Resources Manager - Administrator Cotton <br />23 reviewed her written staff report recommending appointment of Teresa Summerbell as <br />24 the City's Human Resources Manager. Ms. Cotton said she is excited to begin working <br />25 with Ms. Summerbell because she brings with her much experience in the area of human <br />26 resources. <br />27 <br />28 Item 4A — Body Worn Camera Audit — Public Safety Director Swenson noted that this <br />29 is the City's first audit of this type. The audit is required of the City every two years. <br />30 There was one deficiency noted in that the City did not have a web posting of policy and <br />31 that situation has been corrected. <br />32 <br />33 Councilmember Stoesz asked if the cost of the audit was budgeted and Chief Swenson <br />34 said that it was and will be again in two years. <br />35 <br />36 The meeting was adjourned at 6:15 p.m. <br />37 <br />38 These minutes were considered, corrected and approved at the regular Council meeting held on <br />39 October 12, 2020. <br />40 <br />41 <br />1 <br />
