The Amendment continues to implement the Master Plan's vision to create an urban form for the <br />area. Buildings are pulled towards the main collector roads and away from existing residential <br />homes. <br />3. The preservation and enhancement of desirable site characteristics such as existing <br />vegetation, natural topography and geologic features and the prevention of soil erosion. <br />The existing wetland on site will not be impacted by the Amendment. A wetland buffer and <br />conservation easement will provide additional protection of the natural resource. <br />4. A creative use of land and related physical development which allows a phased and <br />orderly transition of varying land uses in close proximity to each other. <br />The Amendment continues to transition development from existing low density single family <br />homes to cottage home to a senior living campus consisting of independent living, assisted living <br />and skilled nursing facilities to restaurant and commercial use. Building heights are tiered from <br />single level cottage homes to two, three and then four story senior living campus as the <br />development progresses towards CSAH 49 (Hodgson Road) and CR J (Ash Street). <br />5. An efficient use of land resulting in smaller networks of utilities and streets thereby <br />lowering development costs and public investments. <br />The Amendment does not change the road right-of-way widths. The public road right-of-way <br />width is the standard 60 foot wide with a 32 foot wide paved road surface. The cottage home <br />private road is 26 feet wide and the commercial private road is 26 feet wide. Both private roads <br />will be owned and maintained by a private entity. <br />6. Promotion of a desirable and creative environment that might be prevented through <br />the strict application of City zoning and subdivision regulations. <br />The Amendment continues to implement the Master Plan's vision to create an urban form for the <br />area. Buildings are pulled towards the main collector roads and away from existing residential <br />homes. <br />BE IT FURTHER RESOLVED the requirements of Ordinance No. 07-19 and Resolution No. <br />19-42 are still in effect; and <br />BE IT FURTHER RESOLVED by The City Council of The City of Lino Lakes hereby <br />approves the PUD Development Stage Plan Amendment #1-Site Plan and Grading & Drainage <br />Plans for Lyngblomsten subject to the following conditions: <br />1. If approved, the PUD Development Stage Plan/Preliminary Plat and Design Guidelines <br />shall be revised and submitted to staff for review that addresses all items listed in <br />Resolution No. 19-42 and subsequent resolution. <br />a. The revised plans shall show the entire full build development (cottage homes, <br />senior complex and commercial area). <br />b. The "Dashed Area = Future" can be shown on the PUD Final Plans for each phase <br />of development. <br />2 <br />• <br />• <br />• <br />
