CITY COUNCIL <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />MEETING DATE: August 10, 2020 <br />TOPIC: Consider Approval of Resolution 20-90, Approving <br />HVAC/Plumbing Improvements Eligible for CARES Act <br />Funding Reimbursement <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting City Council consideration to approve five contracts associated with facility <br />improvements related to the COVID-19 pandemic. <br />BACKGROUND <br />Staff has reviewed the below projects and determined that they meet the eligibility <br />requirements (necessary expenditures due to COVID-19, not accounted for in the most recently <br />adopted budget, expenditures will be incurred during the covered period of March 1 to <br />November 15, 2020) for 100% CARES Act funding reimbursement. <br />➢ Install Ionization Systems at Civic Complex, Public Works, Fire Station #1, and Fire <br />Station #2 <br />➢ Clean Air Duct Systems at Civic Complex, Public Works, and Fire Station #1 <br />➢ Flex Duct Replacement at Civic Complex <br />➢ Install two APR Valves at Civic Complex <br />➢ Install Plumbing Fixtures Modifications at Civic Complex, Fire Station #1, and Fire <br />Station #2 <br />Listed below is a summary of work included for each project along with the quotes that were <br />received. <br />Install Ionization Systems at Civic Complex, Public Works, Fire Station #1, and Fire Station #2 <br />— An independent lab study concluded that bipolar ionization is 99.4% effective in killing <br />COVID-19. This project includes providing and installing a total of 11 ion exchangers, four <br />power modules, four evaporator coils, and necessary electrical service at various City facilities. <br />NAC-$31,000 Eagan-$33,000. <br />Clean Air Duct Systems at Civic Complex, Public Works, and Fire Station — Cleaning the <br />existing duct system throughout the Civic Complex will to create the best environment for the <br />Ion Exchangers system to combat the spread of COVID-19 (Amending existing contract <br />approved via Resolution 20-50 on May 26, 2020 for a total project cost of $43,700). <br />
