• <br />• <br />CITY COUNCIL <br />AGENDA ITEM 2D <br />STAFF ORIGINATOR: Sarah Cotton, Finance Director <br />MEETING DATE: December 9, 2019 <br />TOPIC: 2020 City Fee Schedule <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The City Council is being asked to approve the second reading of Ordinance No. 10-19, <br />Establishing the 2020 City Fee Schedule and Resolution No. 19-173, Authorizing Summary <br />Publication of Ordinance No. 10-19. <br />BACKGROUND <br />In order to provide for a more efficient and timely method of reviewing and adjusting the <br />various fees charged by the City, fees are consolidated into one schedule to be reviewed and <br />adopted on an annual basis. The City's current fee schedule has been circulated to department <br />directors with a request to update or amend the schedule as appropriate for 2020. Staff has <br />reviewed the fees in place to ensure their ongoing equity and cost recovery ability. <br />Ordinance No. 10-19 (the proposed 2020 Fee Schedule) is attached. Recommended <br />amendments to the ordinance are tracked throughout the document. The changes proposed for <br />2020 are outlined below for your review: <br />• Overweight Permit, Antenna Permit, Water Meter & MXU Unit <br />Charges, Escrow Deposits, Water Meter Rental Usage Fee, Trunk Utility <br />Connection Fees, Utility Availability Fees, Lateral Service Connection <br />Fees, Surface Water Management Fees, Land Use Fees/Escrow <br />Deposits, Development Fees, and Engineering Fees — Staff has adjusted <br />fees to account for inflationary increases; they are generally consistent <br />with neighboring cities. <br />The Council approved the first reading of Ordinance No. 10-19 on November 12, 2019. Staff <br />is now recommending approval of the second reading and summary publication of the <br />ordinance. <br />RECOMMENDATION <br />1.
