• City of Lino Lakes - ZONING ORDINANCE <br />b. Other Uses. All refuse, recyclable materials, and necessary <br />handling equipment including but not limited to garbage cans, <br />recycling bins, and dumpsters shall be stored within the principal <br />structure, within an accessory building, or totally screened from eye <br />level view from all neighboring uses and the public right-of-way. <br />C. Exterior Storage. Exterior storage of refuse and recyclable <br />material shall require the following: <br />1) Exterior wall or fence treatment shall be similar and/or <br />complement the principal building. <br />2) The enclosed trash and/or recycling receptacle area shall be <br />located in the rear or side yard and shall observe all <br />applicable setback requirements and easements. <br />3) The trash and/or recycling enclosure must be in an <br />accessible location for pick up hauling vehicles. <br />4) The trash and/or recycling receptacles must be fully <br />screened from view of adjacent properties and the public <br />• right-of-way by a fence or wall of at least six (6) feet in height <br />and a minimum opaqueness of eighty (80) percent. <br />5) All dumpsters, recycling bins, handling equipment, and <br />enclosures shall be approved by the City Council and be <br />kept in a good state of repair with lids designed to prevent <br />spilling and spread of debris and access by animals. The <br />construction of trash and recycling enclosures shall be per <br />standards established by the City Building Official or <br />licensed recycled hauler/contractor and all designs and <br />construction of such enclosures shall be subject to the <br />Building Official's approval. <br />H. Glare. Any lighting used to illuminate an off-street parking area, sign or other <br />structure, shall be arranged as to deflect light away from any adjoining residential <br />use or zone and from public streets. Direct or sky -reflected glare, where from <br />floodlights or from high temperature processes such as combustion or welding <br />shall not be directed into any adjoining property. The source of lights shall be <br />hooded or controlled in some manner so as not to light adjacent property or the <br />public right-of-way. Bare incandescent light bulbs shall not be permitted in view <br />of adjacent property or public right-of-way. Any light or combination of lights <br />• <br />3-25 <br />
