STAFF ORIGINATOR: <br />MEETING DATE: <br />TOPIC: <br />VO I'L REQUIRED: <br />INTRODUCTION <br />CITY COUNCIL <br />AGENDA ITEM 6D <br />Diane Hankee, City Engineer <br />November 23, 2020 <br />Prohibiting Parking on Both Sides of Birch Street (CSAH 34), Both <br />Sides of Tomahawk Trail, and Both Sides of West Shadow Lake <br />Drive with Construction of a Roundabout, Anoka County Birch Street <br />Recon <br />3/5 Vote Required <br />Staff is requesting approval of the No Parking Resolution for Both Sides of Birch Street (CSAH 34), <br />Both Sides of Tomahawk Trail, and Both Sides of West Shadow Lake Drive with the construction <br />of the roundabouts. <br />BACKGROUND <br />Anoka County is proposing to reconstruct Birch Street from Hokah Drive to Deerwood Lane in <br />2021. The improvements include construction of roundabouts at Tomahawk Trail and West <br />Shadow Lake Drive, storm water quality improvements, water main improvements, utility and <br />pedestrian trail improvements, and appurtenant work. <br />On April 13, 2020, the City Council approved a Joint Powers Agreement between Anoka County <br />and the City of Lino Lakes. The design of the project is almost complete and the County plans to <br />bid the project in January, 2021. <br />In order to meet State Aid design requirements and be eligible for Municipal State Aid funds, the <br />City Council of Lino Lakes is required to pass a No Parking resolution along Birch Street. The No <br />Parking resolution also includes portions of Tomahawk Trail and West Shadow Lake Drive due to <br />the roundabout layouts. Anoka County has confirmed that the school district is aware of the no <br />parking restrictions. <br />RECOMMENDATION <br />Staff is recommending adoption of Resolution No. 20-137 Prohibiting Parking on Both Sides of <br />Birch Street (CSAH 34), Both Sides of Tomahawk Trail, and Both Sides of West Shadow Lake <br />Drive with Construction of a Roundabout, Anoka County Birch Street Reconstruction. <br />ATTACHMENTS <br />1.
