CITY OF COLUMBIA HEIGHTS
ADMINISTRATIVE OFFICES
EQUAL OPPORTUNITY EMPLOYER
590-4Oth AVENUE N.E. 788-9221 •• COLUMBIA HEIGHTS, MINNESOTA 55421
RESOLUTION #75-28
REGARDING VANDALISM IN CITY PARKS
BE IT HEREBY RESOLVED BY the City Council of the City of Columbia
Heights that,
WHEREAS, the various parks within the City of Columbia Heights have
been the objects of substantial amounts of vandalism over the past few
years, rmaking it necessary for the City to hire security people to watch
the parks in order to prevent this type of vandalism and, on many occasions,
have secured evidence of the damage being caused by juvenilesDand it has
been reported to the City that the young people causing the vandalism have
not been deterred by their experience with the juvenile justice system.
It is therefore the belief of the City Council of the City of Columbia
Heights that action by the juvenile justice system must assist in instill-
ing in young people an attitude of respect and responsibility and it is
further the judgment of the City Council that causing these young people,
who have committed vandalism, to work in the various parks in Columbia
Heights to repair, maintain and develop the park system would assist in
confirming a respect for property and the rights of others and would deter
the young people so involved from committing future vandalism.
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Columbia
Heights respectfully urges the juvenile judges of the County of Anoka to
consider this request on the part of the City that, as a part of the
punishment for acts of vandalism by culprits who have been apprehended and
convicted of such an offense, would be the requirement that they assist the
Director of Parks for a specific period of time to carry out such work as
he may direct, said work to be on the parks in the City of Columbia Heights
towards the repair, maintenance, development and improvement of the park
system.
Passed this 28th day of April , 1975
Offered by:
Seconded by:
Roll Call:
Heintz
Logacz
All Ayes
ruce G N`awrocki, Mayor
72 Z: fi...7
Secretary
