2/ieQage Zuio 1'aleed <br />Lino Lakes, Minnesota 55014 <br />RESOLUTION <br />WHEREAS, the Metropolitan Council can provide a very useful <br />service when acting in an advisory capacity on certain needs <br />metropolitan in scope such as transit, sewers and open space, <br />but <br />WHEREAS, the Metropolitan Council has demonstrated that it now <br />also seeks increased authority to legislate local laws, and <br />WHEREAS, this is particularly evidenced by recent policy <br />statements including, but not limited to, the "Metropolitan <br />Development Housing Policies, System Plan, Program" and <br />WHEREAS, this appears to be an attempt on the part of the <br />Metropolitan Council to superimpose themselves as another <br />level of government, and <br />WHEREAS, it is our opinion that another level of government <br />is not desired nor required; <br />NOW, THEREFORE, BE IT RESOLVED that the Lino Lakes Village <br />Council requests that the Legislature of the State of Minnesota <br />do the following: <br />1. Change the name of the Metropolitan Council to "Metropolitan <br />Advisory Board" or an equivalent title. <br />2. Direct that the Metropolitan Council establish proper <br />internal "Guidelines" to clearly state that its activities <br />shall be advisory and administrative in nature and that <br />it shall not interfere with nor attempt to legislate <br />local government. <br />3. Direct that the Metropolitan Council divest itself of all <br />personnel who are not essential to fulfill such advisory <br />and administrative functions. <br />Passed this loth day of May <br />ATTEST: <br />i <br />SIGNED; <br />Ralph <br />--aor-P,V% <br />s.
