EX1BACT OF MINUTES OE MEETING OF THE VILLAGB COUNCIL OF LINO LAKES, ANOKA <br />COUNTY, MINNESOTA. <br />A regular meeting of the Village Council of Lino Lakes, Anoka County, Minnesota, <br />was duly held on April 24, 1967, at 8:00 PM. <br />The following members were present: Mayor Alfred Ross, Ralph L'Allier, Henry <br />Rosengren, William Bohjanen and Andrew Cardinal, and the following absent: none. <br />William Bohjanen introduced the following resolution and moved for its adoption: <br />WHEREAS, the Village of Lino Lakes has expended considerable monies to police the <br />State of Minnesota Lino Lakes Youth facility and escapees therefrom since the <br />opening thereof, as evidenced by the attached time sheet; and <br />WHEREAS, during the past operation of such facility, the council feels that there <br />have been inadequate internal security measures therein to prohibit the escape of <br />those confined therein; and <br />WHEREAS, the escapees from such facility have often terrorized inhabitants of the <br />Village of Lino Lakes, vandalized properties of, stolen property from and caused <br />severe loss to residents of the Village of Lino Lakes; end <br />WHEREAS, the residents of Lino Lakes live in fear of the escapees or potential <br />escapees from the said facility as presently operated to the extent that many <br />residents refuse to unlock, open or answer their doors in the evenings; <br />NOW THEREFORE, BE IT RESOLVED, by the Village Council of the Village of Lino <br />Lakes, Anoka County, Minnesota, es follows: <br />The Village Council of the Village of Lino Lakes, Minnesota strenuously supports <br />the immediate increase and betterment of internal policing and methods thereof in <br />the Lino Lakes State Youth Center, and also, es strenuously, opposes any increase <br />in the use of such facility, and especially any change of the use thereof to in- <br />clude the treatment of "hard-core" juvenile offenders, without adequate prior pro- <br />visions being mode to internally police the said operation, and, in fact, this <br />Village Council favors increase in and betterment of such internal policing even <br />if there is no increase in or change of usage of such facility, to prevent the <br />oocurance of the past problems created by escapees since the operation of such <br />facility. <br />The same was duly seconded by Ralph L'Allier and upon vote thereon the following <br />voted in favor thereof: Mayor Alfred Ross, Ralph L'Allier, Henry Rosengren, <br />William Bohjanen and Andrew Cardinal, and the following voted against: none. <br />STATE OF MINNESOTA ) <br />COUNTY OF ANOKA )SS <br />VILLAGE OF LINO LAKES ) <br />I, the Village Clerk --Treasurer of the Village of Lino Lakes, Anoka County, <br />Minnesota, hereby certify that I have carefully compared the above extract of <br />Minutes and the same are true and correct. <br />Dated this 24th day of April, 1967. <br />
