*.vo A
James P. Uttley, MCP
Metropolitan Council
Mears Park Centre
230 East Fifth Street
St. Paul, MN 55101
Dear Mr. Uttley,
The Lino Lakes Charter Commission is a group of citizens independent of city government whose
function is to oversee the local charter and government. The Commission at its November 30,
1995 meeting unanimously supported the concept of the Town Center at the interchang f
I-35W/Highway 49 as a vital component to the city's growth planning effort.
The commission supports the planned location as the only site that will accomplish the goals
identified by the 20/20 Vision Community Planning Project. These goals include:
• Construction of a gathering place and recreation facility within a "city campus"
environment.
• Promotion of a sense of identity and civic pride that captures the unique
attributes that Lino Lakes has to offer.
• Concentration of commercial and industrial clusters which will benefit the
community as a whole.
The Charter Commission recognizes the importance of the Town Center in the overall economic
development and growth planning process. There is broad based community support for a Town
Center that integrates public and private uses, maximizes the assets of the regional park, and
reflects the strong environmental conscience of the community. Members consider the approval of
the land exchange to be of primary importance to the future of Lino Lakes.
Thank you for your consideration of this matter.
Paul Montain
Charter Commission Chairman
