Charter <br />January 19, 1989 <br />Meeting <br />Members <br />Commission Meeting <br />called to order at 7:03PM <br />Present: Chairman Jerry Hanson, Eugene Blomquist, Jean Goldade, <br />Ron Mik_olai, Curtis Pelarski., Al Ross, Warren Schlichting, <br />Sally Kuether, Kim Olson, Debra Smith, Paul Howard, <br />Royce Zaudtke, Tom Moline <br />Members Absent: Bernice Juleen, Kay Murphy <br />City Representatives: Vernon Reinert - Council, Harold Bisel - Council, <br />William Bohjanen - Council, Andy Neal -- Council, <br />Randy Schumacher - City y Administrator, Pat t Smith <br />, <br />ii, <br />Rick Carlson, David Kennedy - Bond Council <br />Motion by Al Ross to accept the minutes o, the November 17, 1988 meeting. <br />Second by Sall' Kuether. Carried. <br />Discussion was held on the 9/20/88 draft proposal opcsal 'or rewording Chapter 8 <br />of the Charter, written by Jerry Han son . Mr. Kennedy gave a brief comparison <br />of the draft proposal to the State Statute 429. <br />Notion by Warren Schlichting that Jerry _.gin. s on s <br />8(9/20/88 Draft) not be considered further as an <br />Second by Curtis Pelarski. 9 Aye. 3 Opposed. <br />Motion by Curtis Pelarski that it be <br />adoption by Ordinance that the State <br />the Lino Lakes City Charter. <br />Second by Debra Smith. 10 Aye. <br />proposed rewrite of Chapter <br />option. <br />Motion Carried. <br />reccommended tc the City Council for <br />Statute 429 will replace Chapter 8 of <br />2 Opposed.. Motion ' <br />c': Carried. <br />Jean Goldade desired to go on record opposing the previous motion reccommending <br />the change to the Charter because there are no provisions for early formal <br />protest other than the public hearing, which is a change from the way the <br />current Charter works. <br />.)err1 Hanson desired to give the minority opinion that he was disappointed with <br />the decision made by the Commission in adopting the State Statute 429 and believes <br />that this was a drastic change to the Charter which removed power from the citizens <br />and gives too much power to the Council in the area of Special Assessments. <br />(This is a paraphrasal of what Jerry actually said and Jerry may submit a formal <br />wording for this opinion at a later time.) <br />Motion by Al Ross to adjorn. <br />Second by Eugene Blomquist.
