CITY COUNCIL <br />AGENDA ITEM 3F <br />STAFF ORIGINATOR: Sarah Cotton, City Administrator <br />MEETING DATE: December 14, 2020 <br />TOPIC: 2021-2022 Labor Agreement with LELS, Local No. 299 <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The City Council is being asked to consider Resolution 20-166, Approving the 2021-2022 <br />Labor Agreement between the City of Lino Lakes and LELS, Local No. 299. <br />BACKGROUND <br />A tentative agreement has been reached for a two-year contract with LELS, Local No. 299. A <br />tentative agreement was reached after three meetings and the union members voted in favor of <br />the following terms: <br />1. RECOGNITION: Article 2.1 was revised to include exclusive representation for <br />employees classified as a Police Officer/Firefighter. <br />2. COMPENSATION/WAGES: <br />a) 2.25% Wage increase effective July 1, 2021 <br />b) 2.25% Wage increase effective January 1, 2022 <br />c) Wage Schedule replaced in entirety to reflect implementation of Keystone Job <br />Classification and Compensation Plan. New M.O.A. regarding transitioning <br />police officers to new compensation plan effective January 1, 2021. <br />d) New Police Officer/Firefighter Classification — Employees classified by the <br />Employer to the position of Police Officer/Firefighter will receive a premium <br />pay of 7% above the employee's hourly rate of pay. <br />3. INSURANCE: Article 19.1 (Health) revised to read: <br />a) Effective January 1, 2021, the Employer will contribute 100% of the premium <br />toward the base single plan ($538.42) and $1,142.53 toward the base family <br />plan. <br />b) Effective January 1, 2022, the Employer will contribute 100% of the base single <br />plan and $1,142.53 plus 50% of the 2022 premium increase toward the base <br />family plan. <br />c) The Employer's contributions toward the Health Savings Account and the cash <br />option for waiving coverage remain the same. <br />4. HOLIDAY PAY: Article 18 was revised to include language that employees will be <br />paid banked holidays at their separation of service. (This is the City's current practice.) <br />
