• • • CITY COUNCIL AGENDA ITEM 2A STAFF ORIGINATOR: Hannah Lynch, Finance Director MEETING DATE: November 23, 2020 TOPIC: 2021 City Fee Schedule VOTE REQUIRED: 3/5 INTRODUCTION The City Council is being asked to approve the second reading of Ordinance No. 07-20, Establishing the 2021 City Fee Schedule and Resolution No. 20-135, Approving Summary Publication of Ordinance No. 07-20. BACKGROUND In order to provide for a more efficient and timely method of reviewing and adjusting the various fees charged by the City, fees are consolidated into one schedule to be reviewed and adopted on an annual basis. The City's current fee schedule has been circulated to department directors with a request to update or amend the schedule as appropriate for 2021. Staff has reviewed the fees in place to ensure their ongoing equity and cost recovery ability. Ordinance No. 07-20 (the proposed 2021 Fee Schedule) is attached. Staff has adjusted fees to account for inflationary increases; they are generally consistent with neighboring cities. The changes proposed for 2021 are outlined below for your review: • Dog License, Environmental Handbook Fee, Garbage Hauler License, Rental Housing License, Rental License Re -Inspection Fee, Weed and Mowing Violation Certification Fee, Playground Grab Bags, Minimum Building Permit Fee, Grading Permit, Roofing Permit, Siding Permit, Swimming Pool Permit, Window/Door Replacement Permit, Mechanical (HVAC) Fee/Permit, Storm Pond Aeration Permit, Water Use Violation Fee, City Trunk Utility Connection Fees, Lateral Service Connection Fee, Surface Water Management Fees, Park Dedication Fee, Street Sealcoating Fee, and Tree Preservation Mitigation Fee The Council approved the first reading of Ordinance No. 07-20 on November 9, 2020. Staff is now recommending approval of the second reading and summary publication of the ordinance. RECOMMENDATION 1.
