• <br />• <br />• <br />CITY COUNCIL <br />AGENDA ITEM 2A <br />STAFF ORIGINATOR: Hannah Lynch, Finance Director <br />MEETING DATE: November 23, 2020 <br />TOPIC: 2021 City Fee Schedule <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The City Council is being asked to approve the second reading of Ordinance No. 07-20, <br />Establishing the 2021 City Fee Schedule and Resolution No. 20-135, Approving Summary <br />Publication of Ordinance No. 07-20. <br />BACKGROUND <br />In order to provide for a more efficient and timely method of reviewing and adjusting the various <br />fees charged by the City, fees are consolidated into one schedule to be reviewed and adopted on <br />an annual basis. The City's current fee schedule has been circulated to department directors with <br />a request to update or amend the schedule as appropriate for 2021. Staff has reviewed the fees <br />in place to ensure their ongoing equity and cost recovery ability. <br />Ordinance No. 07-20 (the proposed 2021 Fee Schedule) is attached. Staff has adjusted fees to <br />account for inflationary increases; they are generally consistent with neighboring cities. The <br />changes proposed for 2021 are outlined below for your review: <br />• Dog License, Environmental Handbook Fee, Garbage Hauler License, <br />Rental Housing License, Rental License Re -Inspection Fee, Weed and <br />Mowing Violation Certification Fee, Playground Grab Bags, Minimum <br />Building Permit Fee, Grading Permit, Roofing Permit, Siding Permit, <br />Swimming Pool Permit, Window/Door Replacement Permit, Mechanical <br />(HVAC) Fee/Permit, Storm Pond Aeration Permit, Water Use Violation <br />Fee, City Trunk Utility Connection Fees, Lateral Service Connection Fee, <br />Surface Water Management Fees, Park Dedication Fee, Street Sealcoating <br />Fee, and Tree Preservation Mitigation Fee <br />The Council approved the first reading of Ordinance No. 07-20 on November 9, 2020. Staff is <br />now recommending approval of the second reading and summary publication of the ordinance. <br />RECOMMENDATION <br />1. Approve the second reading of Ordinance No. 07-20, Establishing the 2021 Fee Schedule <br />2. Approve Resolution No. 20-135, Approving Summary Publication of Ordinance No. 07-20 <br />
