CITY COUNCIL <br />AGENDA ITEM 6B <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: January 11, 2021 <br />TOPIC: Consider Resolution No. 21-02, Authorizing Storm Water Utility <br />Feasibility Study <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is requesting council consideration to authorize preparation of a Storm Water Utility <br />Feasibility Study. <br />BACKGROUND <br />The intent of the Storm Water Utility is to create a dedicated funding source for costs <br />associated with maintaining the City's storm water infrastructure. These costs include <br />expenditures necessary to maintain compliance with mandatory programs such as the National <br />Pollutant Discharge Elimination System (NPDES) program. <br />WSB and Associates, has submitted a proposal to complete the feasibility study for a not to <br />exceed cost of $19,800. The report will review the basis behind a Storm Water Utility and its <br />advantages, review of existing storm water utility rates in communities of similar size and <br />propose a utility system methodology and rate structure to meet the City's anticipated storm <br />water program costs. In addition to the written report, the proposal also includes a Public <br />Education/Awareness meeting as well as preparation of an information brochure. <br />Funding for the report will be provided from the City's Surface Water Management Fund <br />(SWMF). <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 21-02. <br />ATTACHMENTS <br />1.
