WORK SESSION <br />APPROVED <br />DATE <br />TIME STARTED <br />TIME ENDED <br />MEMBERS PRESENT <br />MEMBERS ABSENT <br />CITY OF LINO LAKES <br />MINUTES <br />December 28, 2020 <br />6:00 p.m. <br />6:25 p.m. <br />Council Member Stoesz, Lyden, Rubland, <br />Cavegn and Mayor Rafferty <br />None <br />Staff members present: City Administrator Sarah Cotton; Community Development <br />Director Michael Grochala; City Clerk Julie Bartell <br />Review Regular Agenda of December 28, 2020 - <br />Item 3A —City Administrator Cotton noted that the AFSCME contract is the final labor <br />agreement to be considered for the City employees. <br />Mayor Rafferty remarked that <br />having all <br />the union contracts in place <br />prior to the end of <br />the year is a great thing. It's a <br />turbulent <br />time and yet the contracts are in place. <br />Mayor Rafferty asked if there is any update on the YMCA facility report. Ms. Cotton <br />said she expects a letter from the YMCA that will probably provide additional <br />information on their plans. There maybe an update on that at the next council <br />worksession. <br />Item lE —Approving Wetland Credit Sale and Wetland Credit Agency -Community <br />Development Director Grochala provided a brief explanation of the wetland banking <br />process and program. The City has land banked and charges a rate that aligns with what <br />is charged by other entities. The plan is to keep some for City use. Going forward there <br />is additional land being considered for wetland banking within the City. <br />426 Pine Street —Prior to the property owner speaking at the last open mic, the City <br />received a data request on this address and a response on that will be going out within the <br />next few days. There hasn't been any other contact with the City on the matter that staff <br />is aware of. <br />The meeting was adjourned at 6:25 p.m. <br />These minutes were considered, corrected and approved at the regular Counci] meeting held on <br />January 11, 2021. <br />VI'�.' <br />
