CITY COUNCIL WORK SESSION <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE October 26, 2020 <br />5 TIME STARTED 6:00 p.m. <br />6 TIME ENDED 6:30 p.m. <br />7 MEMBERS PRESENT Council Member Stoesz, Lyden, Ruhland, <br />8 Cavegn and Mayor Rafferty <br />9 MEMBERS ABSENT None <br />] 0 Staff members present: City Administrator Sarah Cotton; Community Development <br />11 Director Michael Grochala; Director of Public Safety John Swenson; City Engineer Diane <br />12 Hankee; and City Clerk Julie Bartell <br />13 <br />14 Review Regular Agenda of October 26, 2020 <br />15 <br />16 Item 6A — City Engineer Hankee explained the procedural nature of this request. An <br />17 ordinance amendment is required related to a vacation for a small building project. <br />18 There is a large utility power line overhead and the drainage and utility easement mimics <br />19 that. However, the drainage and utility ground easement doesn't need to be as large as <br />20 the overhead so therefore the City can grant the vacation to allow for construction of a <br />2] deck. Mayor Rafferty noted that this type of change comes at quite a cost to the property <br />22 owner; Community Development Director Grochala explained the costs related to a <br />23 vacation and that is what is charged. <br />24 <br />25 Items 6B through 6F -City Engineer Hankee noted that all items relate to assessments <br />26 (voluntary) for individuals or developers. Regarding 613, Ms. Hankee explained that a <br />27 property that is required to pay additional water main fees based on current code. City <br />28 Engineer Hankee reviewed each of the proposed assessments. <br />29 <br />30 Item 6G —City Engineer Hankee noted there are many final payments coming through <br />31 this time of the year related mainly to the finish of the main construction season. This <br />32 item relates to the Pheasant Hills water main project. That project scope was increased at <br />33 one point and now the final payment authorization is requested and is just slightly above <br />34 the budget. <br />35 <br />36 Item 6H — City Engineer Hankee noted the final payment requested related to the Sewer <br />37 Extension to Water Tower #3 project. The project came in somewhat under budget. <br />38 <br />39 Item 61— City Engineer Hankee explained the Surface Water Maintenance Project (2018) <br />40 and its elements. One area within the project just became dry enough to enter and do <br />41 necessary work this year. She noted the final payment amount. <br />42 <br />43 Item 6J — City Engineer Hankee explained that staff is requesting authorization to accept <br />44 quotes for a 2020 Inflow and Infiltration Reduction Project. <br />1 <br />
