In <br />2017, the church sold the property and it has been used as a single family dwelling since <br />that time. The property was just recently sold to Bald Eagle Builders, Inc. with the intent <br />to subdivide to build another single family dwelling. <br />Existing Site Conditions <br />The residential lot contains an existing house and garage that was built in 1964, trees and <br />landscaping. An overhead wire extends from the house to the Elm Street. An 8 ft. wide <br />bituminous trail exists along Elm Street. The Certificate of Survey indicates Zimmerman <br />Fine Sand. Groundwater was encountered at approximately 13-15 feet (EL 893.6- EL <br />892.1). <br />Staff notes the Certificate of Survey identifies a block landscape edging and fence <br />encroachments along the south lot line from 7158 2nd Avenue onto the subject site. The <br />encroachments do not impact the preliminary plat or final plat. The applicant is <br />encouraged to discuss these encroachments with the property owner. <br />Zoning <br />The parcel is zoned R-1, Single Family Residential. The 2040 Comprehensive Plan is in <br />effect and applicable to the development. <br />2 <br />
