CITY COUNCIL WORK SESSION <br />DRAFT <br /> 1 <br />CITY OF LINO LAKES 1 <br />MINUTES 2 <br /> 3 <br />DATE : February 8, 2021 4 <br />TIME STARTED : 6:00 p.m. 5 <br />TIME ENDED : 6:20 p.m. 6 <br />MEMBERS PRESENT : Councilmember Stoesz, Lyden, 7 <br /> Cavegn and Mayor Rafferty 8 <br />MEMBERS ABSENT : Councilmember Ruhland 9 <br />Staff members present: City Administrator Sarah Cotton; Community Development 10 <br />Director Michael Grochala; Director of Public Safety John Swenson; City Engineer Diane 11 <br />Hankee; City Clerk Julie Bartell 12 <br /> 13 <br />1. Review Regular Agenda of February 8, 2021 – 14 <br /> 15 <br />Item 1D – Charter Commission Budget – Mayor Rafferty noted the state law change that 16 <br />precedes this amendment to the commission’s budget. It was discussed at the work 17 <br />session. 18 <br /> 19 <br />Item 3A – Appointment of Paid On-Call Firefighter – Public Safety Director Swenson 20 <br />reviewed Mr. McReavy’s qualifications. 21 <br /> 22 <br />Item 4A – Counseling Service Contract – Public Safety Director Swenson explained that 23 <br />this is intended to be a service that is proactive in assisting officers. Other departments 24 <br />are utilizing these services more and more. 25 <br /> 26 <br />There was discussion about the possibility of having things such as speakers for all the 27 <br />staff. The council expressed support. 28 <br /> 29 <br />Item 6A – Notice of Intent on Street Reconstruction Bonds – Community 30 <br />Development Director Grochala explained that this is a technical action required as the 31 <br />City moves forward with plans for a 2021 Street Reconstruction Project. 32 <br /> 33 <br />Item 6B – 2021 Street Improvement Project – City Engineer Hankee reviewed the 34 <br />elements of this year’s proposed 2021 Street Improvement Project, including planning to 35 <br />go forward with the alternates that were included in the bid process. 36 <br /> 37 <br />The meeting was adjourned at 6:20 p.m. 38 <br /> 39 <br />These minutes were considered, corrected and approved at the regular Council meeting held on 40 <br />February 22, 2021. 41 <br /> 42 <br /> 43 <br />Julianne Bartell, City Clerk Rob Rafferty, Mayor 44
