We have prepared this proposal <br />based on our understanding of the scope from the City’s RFP and our extensive experience in developing <br />utility rates, fees and charges for local governments. Our team will work closely with the City to develop <br />a compelling business case for the City’s water sewer rates based on the application of proven best <br />practices and a sophisticated appreciation for the unique challenges local governments face in the current <br />environment. The enclosed proposal response demonstrates that Baker Tilly possesses the expertise and <br />capability to assist Lino Lakes with this important project. We assisted the City with a rate study in 2008 <br />and again in 2012.
