COUNCIL MINUTES <br /> APPROVED <br /> 40 3A) Consider Appointment of Paid On -Call Firefighter — Public Safety Director Swenson <br /> 41 reviewed the request to hire Brett McReavy as a Paid On- Call Firefighter. Director Swenson <br /> 42 reviewed Mr. McReavy ' s experience and qualifications for the position . <br /> 43 Councilmember Cavegn moved to approve the appointment of Brett McReavy to the position of <br /> 44 Paid On-Call Firefighter. Councilmember Stoesz seconded the motion . Motion carried on a voice <br /> 45 vote . <br /> 46 PUBLIC SAFETY DEPARTMENT REPORT <br /> 47 4A) Counseling Contract for Services — LE-AST Services /Counseling LLC — Public Safety <br /> 48 Director Swenson explained that staff is seeking authorization to enter into a service contract for <br /> 49 first responder support services . The provider agency is highly recommended. This service is seen <br /> 50 as a way to help first responders take care of themselves as they work to take care of us . The <br /> 51 program provides for additonal counseling and department training as needed. <br /> 52 Mayor Rafferty spoke in favor of the services . Councilmember Lyden added that those that serve <br /> 53 us deserve to have the proper mental health services available to them . <br /> 54 Councilmember Lyden moved to approve execution of the contract as recommended by staff. <br /> 55 Councilmember Stoesz seconded the motion . Motion carried on a voice vote . <br /> 56 PUBLIC SERVICES DEPARTMENT REPORT <br /> 57 There was no report from the Public Services Department. <br /> 58 COMMUNITY DEVELOPMENT REPORT <br /> 59 6A) Consider Resolution No. 21 -06 , Declare Intent to Reimburse from Bond Proceeds , 2021 <br /> 60 Street Improvement Project — Community Development Director Grochala reported that staff is <br /> 61 requesting that the council move forward with this resolution . The council has discussed at past <br /> 62 meetings the proposed street program for 2021 . <br /> 63 Mayor Rafferty noted that the City has been utilizing this street reconstruction program for a number <br /> 64 of years and it has worked well . <br /> 65 Councilmember Lyden moved to approve Resolution No . 21 -06 as presented . Councilmember <br /> 66 Stoesz seconded the motion. Motion carried on a voice vote . <br /> 67 6B) 2021 Street Improvement Project, Diane Hankee <br /> 68 i) Consider Resolution No . 21 -07, Accepting bids, Awarding a Construction Contract; ii) <br /> 69 Consider Resolution No. 21 -08 , Approving Construction Services Contract with WSB <br /> 70 & Associates — City Engineer Hankee reviewed her written staff report. She reviewed streets and <br /> 71 the type of improvements that would be included in the 2021 project. She noted overlay projects <br /> 72 that were considered alternates and that now appear to be possible to include in the project based on <br /> 73 the results of a bid process . She reviewed the proposed budget and funding source . Ms . Hankee <br /> 74 also reviewed the proposal to execute a construction services contract with WSB & Associates . <br /> 75 Councilmember Lyden said he is excited for the project to move forward and expects the <br /> 76 improvements will be welcomed by residents . He appreciates staffs work to keep the costs low. <br /> 2 <br />
