CITY COUNCIL <br />AGENDA ITEM 2 <br /> <br /> <br />STAFF ORIGINATOR: Meg Sawyer, Human Resources Manager <br /> <br />MEETING DATE: March 1, 2021 <br /> <br />TOPIC: Springbrook Human Resources Management Module <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />The Council is being asked to consider the approval of the addition of the Human Resources <br />Management Module to our Springbrook Financial System. <br /> <br /> <br />BACKGROUND <br />The estimated implementation and training cost of the Springbrook Human Resources <br />Management Module is $6,265 and the annual subscription fee is $5,200. These initial costs <br />would be funded through the Office Equipment Replacement Fund. The Office Equipment <br />Replacement Fund has $17,760 of reserves designated for finance software implementation. <br />The funds were originally designated back in 2014 for the initial implementation of <br />Springbrook Software. <br /> <br />Currently, the City has four Springbrook modules which include Finance Suite, Payroll, <br />Accounts Receivable, and Utility Billing. The subscription fee for those modules total $25,572 <br />in 2021 and is funded through the Finance Department General Fund budget. <br /> <br />Springbrook’s Human Resources module is a comprehensive solution to manage all employee <br />information. Reporting capabilities meet all OSHA, FMLA, and EEOC requirements well as <br />other human resource demands faced by governmental entities today. <br />• Applicant Screening – evaluate and hire internal and external applicants <br />• Bulk Deductions – apply multiple benefits and deductions to multiple employee records <br />• COLA – adjust pay step amounts to apply cost of living adjustments <br />• Open Enrollment – set up and maintain deduction and benefit enrollment cycles for <br />employees <br />• Pay Adjustments – update employee grade, step, and pay schedule information <br />• Personnel Action Forms – create and maintain customized forms used to guide <br />employees through various HR processes <br />• Web Approvals – approve or reject changes or requests submitted by employees <br />through Employee Self Service <br />• Reporting – generate reports and display HR data <br />• Maintenance/Utilities – create and maintain HR units and execute specialized HR tools <br /> <br />In 2022, a budget increase of roughly $6,060 would be required to continue funding the <br />Springbrook subscriptions with the addition of the Human Resources Management Module. <br />
