Pecchia <br />Public Safety Director / Chief of Police <br />Officer Mike Rumpsa <br />Lino Lakes Police Department <br />08-02-02 <br />CPTED Review: Spirit Hills Commercial Development <br />I have reviewed the plans for Spirit Hills and have a couple of comments. <br />Traffic is going to be the most obvious problem. It appears that Ware Rd should be fine <br />North of Birch St. On the other hand, Birch St will cause some trouble to motorists. <br />Vehicles leaving the shopping center will have to merge on to Birch St. During the busy <br />times, motorists attempting to travel EB Birch St from Ware Rd will have a difficult time <br />• entering the traffic flow. <br />Every day, Birch Street becomes congested during the morning and afternoon rush hour. <br />Motorists heading EB Birch Street from Hodgson Rd are just getting up to speed when <br />they approach Ware Rd. <br />Additionally; residents that live in the developments North/South of Birch are using Ware <br />Rd to gain Access to Birch St. This makes the intersection of Ware Rd and Birch Street <br />extremely busy and potentially dangerous. <br />Ware Rd is controlled by stop signs on either side of Birch St. I have observed many <br />motorists get frustrated waiting for a natural break in traffic so that they can enter the <br />traffic flow on Birch St from Ware Rd. <br />Now add the additional traffic that will be generated by the Spirit Hills Commercial <br />Center. Motorists no doubt will be taking chances that they normally would not, to gain <br />access to Birch Street. <br />The only remedy that I can see to minimize the risk of property and personal injury <br />accidents is to make the intersection of Birch St and Ware Rd, a controlled intersection. <br />• <br />I also received a lighting plan for the complex, but I was unable to read the lighting <br />values. <br />640 Town Center Parkway • Lino Lakes, Minnesota • 55014-1182 <br />Public Administration/Records: 651-982-2300 • Fax: 651-982-2399 <br />
