Land Cover <br />Land cover on this site is planted mixed coniferous/deciduous trees with 11-25% impervious cover. <br />Historically, the site would have been aspen -oak land. <br />Wetlands <br />There are no wetlands indicated on site. <br />Flood Plain <br />The site does not fall within flood plain. <br />ANALYSIS <br />Tree Preservation <br />A tree inventory/removal list was submitted. Trees removed are in the basic use area and will not require <br />mitigation trees to be planted. <br />Residential lots require one boulevard tree per frontage. In this case, parcel 1 has existing trees in the <br />right-of-way that will satisfy this requirement. An American basswood (Tilia americana) is proposed for <br />the boulevard tree that will be required for parcel 2. <br />Any trees to be preserved that are near construction activities should be protected with tree protection <br />fence installed at a radius of one foot per inch DBH (diameter at breast height). In this case, trees that <br />could potentially use protection fencing include the spruce on the north perimeter (not included in the <br />survey because they are all less than 12 feet tall), and the row of pines on the east perimeter. <br />Storm Water Management and Erosion and Sediment Control <br />An NPDES permit is not needed for this site as the land disturbance is less than one acre. <br />An erosion control plan has been submitted. The plan shows silt fence for perimeter control and a rock <br />construction entrance. <br />The maximum amount of impervious surface allowed per lot zoned R-1 Residential is 40%. Lot 1 will <br />have 2,797 sq. ft. (11.2%) of impervious surface; Lot 2 will have 3,234 sq. ft. (16.6%) impervious <br />surface. These lots meet the requirement. <br />An infiltration basin is proposed for the south of lot 2. This basin will have 1,158 cubic feet of storage <br />and will mitigate for the increased impervious surface associated with the new home. Overflow from this <br />basin will flow south to a pond/wetland feature. This infiltration basin will be seeded with MnDOT mix <br />33-261 at the recommended rate of 35 lbs/acre. <br />RECOMMENDATIONS <br />Recommend the approval of the subdivision plan at 7870 Meadow View Trail with the following staff <br />comments and any further comments from the Lino Lakes Environmental Board: <br />
