CITY COUNCIL <br /> AGENDA ITEM 1 <br /> STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> MEETING DATE: March 30, 2021 <br /> TOPIC: Consider Resolution No. 21-28, Authorize Execution of License <br /> Agreement with State of Minnesota for COVID-19 Vaccine Site <br /> VOTE REQUIRED: 3/5 <br /> INTRODUCTION <br /> Staff is requesting City Council consideration to authorize execution of a license agreement with <br /> the State of Minnesota to operate a COVID-19 Vaccine site at the former YMCA building. <br /> BACKGROUND <br /> City staff was contacted last week by the State of Minnesota regarding the use of the former <br /> YMCA facility as a COVID-19 vaccination site. Staff met with state officials to determine space <br /> needs, logistics, and operational requirements. The State would occupy the facility as a COVID- <br /> 19 vaccination site April 5, 2021 through June 30th. The start date of actual vaccinations has not <br /> yet been determined. <br /> The license agreement will provide for State use of the facility and include a base rent and a not <br /> to exceed amount to cover building operations. These include utility costs, cleaning, and minor <br /> building alterations. The license agreement is being drafted by the State and will be subject to <br /> review by the City Attorney. <br /> The State has provided a license fee pre-authorization for a not to exceed amount of$81,099. <br /> This amount is based on a conservative estimate for facility operations. Reimbursement for <br /> utility and service fees will be based on actual billings. Accordingly actual charges are <br /> anticipated to be lower than the pre-authorization amount. <br /> RECOMMENDATION <br /> Staff is recommending approval of Resolution No. 21-28. <br /> ATTACHMENTS <br /> 1.
