COUNCIL MINUTES <br />APPROVED <br />40 PUBLIC SAFETY DEPARTMENT REPORT <br />41 There was no report from the Public Safety Department. <br />42 PUBLIC SERVICES DEPARTMENT REPORT <br />43 There was no report from the Public Services Department. <br />44 COMMUNITY DEVELOPMENT REPORT <br />45 6A) Item 6A regarding Watermark 4th Addition was removed from the agenda by staff <br />46 prior to the meeting. <br />47 6B) Consider Approval of Public Hearing Ordinance No. 02-21, Vacating right -of --Way and <br />48 Drainage & Utility Easement Lot 1, Block 4, Mar Don Acres — City Engineer Hankee <br />49 Mayor Rafferty opened the public hearing. <br />50 There being no one present wishing to speak, the public hearing was closed. <br />51 Homeowner George Slater, 7869 MeadolArview Trail, explained their request for a vacation. They <br />52 have already been maintaining and utilizing the land and would like to make some improvements. <br />53 He feels it's in line what's already occurring there. A surveyor recommended the vacation request. <br />54 He also acknowledged the time and assistance of City Planner Katie Larsen. <br />55 Councilmember Cavegn moved to approve the 1st Reading of Ordinance No. 02-21 as presented. <br />56 Councilmember Ruhland seconded the motion. Motion carried on a voice vote. <br />57 6C1 Consider Resolution 21-27, Authorize the Preparation of Plans and Specs, 2021 Street <br />58 Maintenance Project — City Engineer Hankee reviewed her written report. As a continuation of <br />59 the pavement management plan, staff is now looking to bid out a street maintenance project. She <br />60 explained the type of work that would be included in a project. A map of the improvement <br />61 locations was included in the staff report. In discussing the funding source, she noted that some of <br />62 the funding comes to the City from developers and so some of the projects represent that. <br />63 Councilmember Stoesz asked if there will be WSB oversight and Ms. Hankee explained that it will <br />64 be minimal (under $5,000). <br />65 Councilmember Ruhland noted that Ash Street is listed but not noted on the map. Ms. Hankee <br />66 explained it is an area on the edge of the City. Councilmember Ruhland asked if there is cost <br />67 sharing and Ms. Hankee explained that there is an agreement in place with Ramsey County whereby <br />68 they handle some improvements and the City handles this work. <br />69 Councilmember Lyden asked why the rejuvenator isn't continued further on Holly Drive? Ms. <br />70 Hankee explained that the recommendations are based on pavement age and some portions are too <br />71 old for the process. <br />72 Councilmember Stoesz asked if Centerville is cost sharing at all and staff reported being in contact <br />73 with all adjacent jurisdictions as appropriate to discuss cost sharing. This action is only authorizing <br />74 plans and specifications so some of the detail work is yet to be done. <br />75 Councilmember Lyden moved to approve Resolution No. 21-27 as presented. Councilmember <br />76 Stoesz seconded the motion. Motion carried on a voice vote. <br />77 Ms. Hankee noted that staff will send notifications to all impacted neighborhoods to make people <br />78 aware of what to expect. <br />2 <br />
