Charter Commission <br /> April 8, 2004 <br /> Page 3 APPROVED <br /> Community Development Director Grochala stated he would prefer putting together a <br /> Management Plan and modify the Charter to fund those projects. Financing requirements and <br /> petitions within the Charter don't allow for the City to do that. <br /> Commissioner Warren suggested the use of surveys to see what citizens really want and how to <br /> accomplish those goals. She stated the surveys would also be used as a planning tool. <br /> Commissioner Vacha stated the City has had one successful project and one failed project. He <br /> suggested the City move on with another project and see what happens. <br /> Councilmember Reinert stated he believes the City should try another referendum in 2004. In <br /> the meantime,the City needs to put a plan in place to get roads fixed. <br /> Councilmember Carlson stated she is in favor of surveying the residents. <br /> Community Development Director Grochala stated feasibility studies and surveys cost a lot of <br /> money. Staff can look at as many projects as the City would like, but a funding source needs to <br /> be found to pay for the expenses. <br /> Commissioner Carlson stated the City could take dollars from the general fund for roads. <br /> However, the spending of those dollars has to be approved by the voters. He indicated he <br /> believes residents would be more willing to approve the expenditure if the City already had the <br /> funds. <br /> Community Development Director Grochala stated he does not believe the City can get a fund <br /> built up enough to cover costs for major road improvements. The City needs to put together a <br /> plan. Staff will continue to work on the Pavement Ratings but needs direction from the Council <br /> on how to implement the plan. Going forward with another referendum this year would be <br /> premature. The City could utilize public information and surveys for a project on the 2005 <br /> ballot. <br /> Mayor Bergeson stated road reconstruction is a major problem in the City and a solution is <br /> needed. <br /> Five-Year Plan—Gordon Heitke—City Administrator Heitke stated two components of the <br /> Five-Year Plan include a Capital Improvement Plan and a Capital Budget Plan. The Pavement <br /> Management Plan is part of the Capital Improvement Plan. The Capital Budget Plan is dollars <br /> allocated to fund the Capital Improvement Plan. <br /> City Administrator Heitke stated the City does have a Five-Year Plan in place. The plan will be <br /> updated every year. Preliminary work on the Five-Year Plan leads into the budget process. Staff <br /> will be working on those updates in the next few months. It is very difficult to revise the Five- <br /> Year Plan where there are so many unanswered questions in regard to funding sources. The <br /> 3 <br />
