Charter Commission <br /> October 9, 1997 <br /> Page 10 <br /> Chair Montain asked if Commissioner Trehus intended for his motion be presented to the public <br /> in the form of an advertisement, to which Trehus responded in the affirmative. <br /> Commissioner Dunn suggested the word"reconstruction"rather than"repair". <br /> Motion carried unanimously. <br /> Chair Montain then asked how and when the advertisement should occur. <br /> Commissioner Turner suggested a flyer inserted within the newspaper, with the motion on one <br /> side and the historical information contained in the proposed Newsletter article on the other. <br /> Commissioner Dunn pointed out that a 1/4-page would cost approximately $250. It was agreed <br /> that an insert would be less costly. <br /> Following additional discussion about cost and placement, a MOTION was made by <br /> Commissioner Dunn, seconded by Bening, to appoint a subcommittee to lead the effort to <br /> prepare an advertisement for the local newspaper either by way of an insert or a 1/4-page <br /> advertisement, whichever is most suitable, with a cost limit of$500; and that this subcommittee <br /> be authorized to prepare the language and put the advertisement into the newspaper. Motion <br /> carried unanimously. <br /> The committee will consist of Commissioners Turner, Trehus, Dahl, and Bernier. <br /> Road Reconstruction - Subcommittee- Commissioners Dunn, Sullivan, Trehus, Solfest, and <br /> DeMotts (Chair)met on September 13, 1997, at which time it was agreed that a fund would be <br /> started. Commissioner DeMotts read the following communication from City Administrator <br /> Schumacher with regard to this item: <br /> Dear Mr. Dunn: <br /> I would like to take this opportunity to thank you and the road committee <br /> for all your hard work and persistence on the Lino Lakes road <br /> improvement program. As you know, the process for improvements is <br /> well under way(feasibility report, public hearing and referendum) and will <br /> be completed this November. An important factor in this program is the <br /> funding element. I believe the City Council has made a significant <br /> statement by allowing future utility franchise fees to remain undesignated <br /> which may be used for future road improvement programs. The City <br /> Council is also investigating other non-tax revenue sources eligible for <br /> road reconstrution. The City Council has only taken preliminary action on <br /> the 1998 budget and it will not be finalized until December of this year. <br /> Once again,thank you for your assistance in the development and support <br /> for the Lino Lakes road improvement program. <br />
