Charter Commission <br /> October 9, 1997 <br /> Page 2 <br /> the storm sewer improvements are based upon actual construction costs divided by the total <br /> number of lots (183). <br /> Mr. Ahrens further explained that one neighborhood meeting was held, at which 30 to 40 people <br /> appeared. Mr. Ahrens reviewed the details of the proposed project at that time, and felt that <br /> attendants understood the process. Following City Council acceptance of this report, a public <br /> hearing was scheduled for July 28, 1997. After SEH's presentation audience participation was <br /> encouraged, beginning with a positive statement. The public hearing was closed on that date, <br /> beginning the 60-day waiting period within which affected residents have the opportunity to give <br /> additional input in the form of a petition, either for or against the project. The petitioning period <br /> ended September 27, 1997, with no petitions filed. Mr. Ahrens stated that at this time the City is <br /> "on track" for consideration of this item on the upcoming election ballot. City Attorney Hawkins <br /> prepared the following question for the November 4, 1997 election ballot: <br /> QUESTION NO. 2 The City Council of Lino Lakes is considering the <br /> improvement and reconstruction of certain streets <br /> within the City. The total cost is estimated to be <br /> $1,969,110.00. Twenty eight percent(28%) of <br /> these costs are proposed to be paid by levying <br /> special assessments against the benefited properties <br /> within the subdivision, in accordance with standard <br /> City assessment policies. The remaining seventy two <br /> percent (72%) is proposed to be paid by money within <br /> the City General Fund which will include property tax <br /> revenues generated from the entire City. The City <br /> Charter requires voter approval before using <br /> General Fund revenues for this purpose. <br /> "Shall the City Council of Lino Lakes be authorized <br /> to pay for a portion of the costs of local street im- <br /> provement from the General Fund of the City?" <br /> Yes No <br /> Mr. Ahrens indicated that Mr. Elsenpeter of the Press contacted Mr. Ahrens, stating that he <br /> would be taking most of the information for his upcoming article from the public hearing <br /> minutes and the feasibility report. Following the election on November 4, the City Council will <br /> be in a position to take action on this matter based upon the outcome of the vote. <br /> Chair Montain asked if those in attendance at the public hearing had a clear understanding of the <br /> Charter and how it works. Mr. Ahrens indicated that the majority seemed to accept the <br /> explanations offered by Staff, however, some felt the reconstruction process seemed difficult, <br /> and a small percentage came forward with negative comments. <br />
