Otherwise, in <br /> Commissioner Dunn's opinion, there is a very clear explanation of the intent of this ballot issue. <br /> Mr. Ahrens suggested a brief notice clarifying the streets involved, or a map as a supplement to <br /> the proposed newspaper article, might be appropriate. <br /> Commissioner Bening disagreed with Commissioner Dunn with respect to the presence of a clear <br /> link between the Question and the explanatory paragraph. <br /> Chair Montain asked if Mr. Ahrens could work with the newspaper to see that the map be <br /> published, as suggested earlier. <br /> Commissioner Turner clarified that this Question applies only to the first phase of reconstruction, <br /> and any subsequent work would have to be voted on by the public again. <br /> Commissioner Trehus reiterated concern that passage of this item opens the door for use of <br /> public funds for future projects without public vote. <br /> Commissioner Lane asked if there will be a second reconstruction phase if this issue does not <br /> pass public vote. Mr. Ahrens indicated that he could not answer that question. <br /> Commissioner Sullivan passed correspondence to Mr. Ahrens for future discussion, and <br /> indicated his interest in the education proposal. Mr. Ahrens stated that he would review the <br /> information with Attorney Hawkins. <br /> Chair Montain thanked Mr. Ahrens for his appearance. He then acknowledged Kim Sullivan <br /> and Dick McCoy, who were visitors to the meeting. <br /> OLD BUSINESS <br /> Road Reconstruction -Ballot - Chair Montain reiterated the general concern of the <br /> Commission regarding Question No. 2 on the upcoming ballot. He stated that his main concern <br /> is that this Question is designed to test the Charter; and if it fails, will the failure be due to the <br /> issue itself or due to the workings of the Charter. Chair Montain indicated that he recently <br /> communicated with Bob Elsenpeter, who asked about Question No. 2. Chair Montain told Mr. <br /> Elsenpeter that the Charter had not been tried in approximately 15 years with respect to road <br /> reconstruction. He pointed out that the City has a responsibility for and a large investment in its <br /> roads, and that the applicable part of the Charter should be tested. Chair Montain also pointed <br /> out to Mr. Elsenpeter that failure of the issue would result in close review of that portion of the <br /> Charter, and indicated his desire that the public be more involved in the workings of the City <br /> government through this process. <br /> Commissioner Turner questioned whether or not this is a fair test. <br /> Commissioner Dunn asked what a fair test would have been, if this is determined not to be. <br />
