Charter Commission <br /> April 13, 2000 <br /> Page 6 <br /> Chair Sullivan stated it was very difficult the last time the Commission tried to get an <br /> amendment to the Charter passed because residents did not understand the language. <br /> Commissioner Bening noted the Commission is not trying to by pass voters. The Commission <br /> has not yet determined which option to pursue if the document is rewritten. <br /> Commissioner Trehus stated a discussion was held regarding working with the City Council to <br /> change the Charter. <br /> Commissioner Lane added the Charter is in better shape than Chapter 429. She indicated she is <br /> in favor of changing the typos. <br /> Chair Sullivan clarified that a yes vote is in favor of continuing the process and submitting a <br /> second draft at the July 2000, meeting. <br /> Commissioner Bening withdrew the motion. <br /> Commissioner DeMotts withdrew the second. <br /> MOTION by Commissioner Trehus, seconded by Commissioner Lane,to drop the Charter <br /> redraft project of Chapter 8. <br /> Chair Sullivan noted he would include all works done in the Commission's files. <br /> MOTION carried with Commissioner Zastrow, Commissioner Bening, and Commissioner <br /> DeMotts voting no. Commissioner Aldentaler abstained. <br /> Five-year Plan—Chair Sullivan advised he previously indicated he would review the Five - <br /> Year Plan submitted by the City Administrator. No work has been done regarding this issue. <br /> MOTION by Chair Sullivan, seconded by Commissioner Zastrow, to table the Five - Year Plan <br /> to the October, 2000, Charter Commission meeting. <br /> Commissioner Dahl noted the Plan might be outdated by the time the Commission reviews it. <br /> MOTION carried unanimously. <br /> October 1999 Annual Report—Chair Sullivan advised the by-laws indicate an annual report <br /> must be given each October. He advised Commissioner Montain was prepared to give the report <br /> this evening but he is not present. <br /> Chair Sullivan requested Commissioner Rafferty obtains a copy of the report, after the report is <br /> received, and forward it to the Commission's files, the City Clerk, and the Judge. <br /> 6 <br />
