2 <br /> <br />ANALYSIS <br /> <br />Work Plan <br /> <br />The Planning and Zoning Board and the City Council will have several opportunities to provide <br />feedback on the ordinance updates at different points in the process. Our work plan includes <br />seven P&Z Board meetings and three Council work sessions leading up to Council adoption in <br />April 2022. <br /> <br />Upcoming Planning and Zoning Board meetings and topics is as follows (all dates are tentative): <br />May 12, 2021 – PUD priorities discussion <br />June 9, 2021 – draft PUD revisions <br />July 14, 2021 – draft Administration and General Provisions revisions <br />September 8, 2021 – draft Residential Districts revisions <br />October 13, 2021 – draft Commercial/Industrial/Special Districts revisions <br />December 8, 2021 – Review Draft Zoning Ordinance <br />March 9, 2022 – Public Hearing for adoptions of revised Zoning Ordinance and Map <br /> <br />Planned Unit Developments <br /> <br />We are recommending that the discussion of the Planned Unit Development (PUD) standard be <br />the first step in the Zoning Ordinance update. Action item #2 for the Land Use Chapter <br />implementation is to: <br />2. Evaluate the purpose and intent of the Planned Unit Development (PUD) process <br />a. Review PUD minimum requirements and amend as necessary to meet City goals. <br />b. Consider establishing minimums for lot area and garage size in a PUD. <br />c. Consider limiting PUD flexibility to certain standards, such as lot width/depth, street <br />width, setbacks, etc. <br /> <br />Why PUD? <br /> <br />Planned Unit Developments are a common zoning tool used by cities to allow developer to <br />provide developments that would not be possible under the current zoning standards. Typically, <br />that might mean a mix of housing types or land uses, smaller lot sizes or smaller setbacks in <br />exchange for more open space or other amenities that would not be required under the City code. <br />The City of Lino Lakes does not require the use of a PUD in residential districts, but the 2040 <br />Comprehensive Plan identifies PUDs as a way to meet some of the City’s goals. <br /> <br />Goal 7 in the Land Use Chapter is to “Sustain Lino Lakes’ Natural Resources which make it <br />such a desirable place to live” and the 2nd policy to accomplish this is “Continue to promote the <br />use of Planned Unit Developments (PUD) as the City’s preferred development process to <br />implement the Greenway System.” While the primary use of the PUD is Lino Lakes has been to <br />preserve open space, the Comprehensive Plan Housing Chapter notes that the PUD may also be <br />used to help provide affordable housing through PUD flexibility. <br />
