Park Board <br /> March 7, 1983 <br /> The regular meeting of the Lino Lakes ParkBoard was called to order <br /> at 7 :00 P .M. by Chairman Johnson . Members present : K. Johnson , <br /> R. Johnson , J. LeBlond, J. Flannery and P. Scherer. Mr. Schumacher <br /> was also present. Absent: Arntzson. <br /> The minutes from the February 7, 1983 Park Board meeting were approved as written. <br /> Mr. Schumacher gave the Park Board a brief review of the Parks Boards concerns <br /> for development of the Country Lakes Park. The City Engineers feasibility re- <br /> port listed areas to be addressed: <br /> 1. Silting of beach area, <br /> 2. shallowness of the lake <br /> Mr. Lou Jambois from the Energy, Planning and Development Department of the State <br /> of Minnesota was present to give the Board his statements on his findings of the <br /> City Engineers feasibility report. Mr. Jambois had contacted Twin City Soil Ex- <br /> ploration and they did not feel that silting would be a problem. Also since the <br /> beach will have to be dredged the dredge spoils can be sold to adjacent subdivis- <br /> ions for top soil. <br /> The original grant for the Country Lakes Park was granted under SCORP guidelines. <br /> The priorities under SCORP are; 1) boating, 2) swimming, 3) fishing. Since this <br /> city's application included all three of the priorities it was approved. <br /> Mr. Ray Johnson asked if the city could charge user fees. Mr. Jambois said yes. <br /> Mr. Jambois recommended the city install the beach and if after one or two years <br /> there is no problem with silting, then the bath house could be installed or built. <br /> Mrs. LeBlond asked if the Regional Park was taken into consideration when review- <br /> ing this city's application for the park grant. Mr. Jambois said yes, the city's <br /> park will not have the same uses as the Regional -Park, the use will be more local <br /> than area wide. <br /> Mr. Jambois said the State will need a letter from the Park Board on their intent- <br /> ion regarding the development of Country Lakes Park especially if the Board plans <br /> to deviate from the proposed development, for instance, put off the construction <br /> of the bath house. <br /> Mr. Ray Johnson discussed the proposal to use interest from the Dedicated Park <br /> funds for the addition to the City Hall. Mr. Schumacher explained the uses and <br /> legal aspect of this use. <br /> The Park Board recommended that Don Volk, Public Works Administratmr order the <br /> seed and fertilizer to be used earlier this year in the parks. <br /> Mr. Ray Johnson moved to adjourn at 8:30 p.m. Mrs. LeBlond seconded the motion. <br /> Aye. <br />
