Page Two <br /> Park Board <br /> June 1 , 1981 <br /> Mr . Volk agreed with Mr . Arntzen ' s suggestion . Mr . Scherer felt that since <br /> the ' pay as sold ' agreement had been allowed in other areas , it should be <br /> allowed here . <br /> Mr . Volk moved that the amount due be collected in three equal payments , <br /> payable at four months intervals , with the first payment due in four months <br /> from Council approval of the Park Board ' s recommendation . Seconded by Mr . <br /> Arntzen . <br /> Mr . Scherer asked, what happens if the land is not sold , does he get his <br /> money back? There was some discussion on this with no solid decision . <br /> The motion carried with MR. Scherer voting , No . <br /> DISCUSSION OF 1980 PARK BOARD FINANCIAL EVALUATION <br /> Mr . Schumacher asked to finish his discussion on the first item on the <br /> agenda . He had one more handout for the Board . This is a financial re- <br /> port of the Dedicated funds . The total balance at the end of 1980 was <br /> $101 , 520 . 03 . As of May 20 , 1981 the balance was $ 103 , 000 . 00 . Mr . Schumacher <br /> presented a copy of the budget for 1981 in the amount of approximately <br /> $30 , 000 . 00 . Mr . Schumacher pointed out this is for the daily operation <br /> of the parks and is separate from the dedicated funds which are are used <br /> for purchase of equipment and lands . These are two different funds and <br /> are used for two different puTposes He felt this should be made clear . <br /> Mrs . LeBlonde felt this is misunderstood by the general public and that <br /> when the discussion of spending large amounts of money in the parks is <br /> discussed , the general public gets upset . She felt there should be some <br /> way of clairfying this to the ?public . Someone felt that the reporter for <br /> the Circulating Pines should be contacted and this matter should be <br /> clarified . Dedicated Park Fund Balance 12/31/80 - $60,114.66; Interest received in <br /> 1980 was $11,119.37. Mtn <br /> SHENANDOAH HOLDING POND df �``r� `� ' a-,, <br /> The actual use of the holding pond in the Shenandoah Park was recorded in <br /> the minutes as public property, but the developer could use the area for <br /> a holding pond . Mr . Schumacher asked Mr . Volk if he had any knowledge as <br /> to how the storm water is to be handled in that development . Mr . Volk ex- <br /> plained there isAweir system set up for that area and there could be water <br /> in the ponding area after a rain storm . <br /> There was a discussion on perhaps draining this water to the low area in <br /> Shenandoah I near Birch Street . Mr . Schumacher pointed out this had been <br /> designed by Rice Creek Watershed Board and felt it would be very difficult <br /> to make a change . <br /> Mr . Arntzen asked, since there is drainage under Birch Street , why is this <br /> holding pond necessary? Mr . Volk said he really didn ' t know, this has all <br /> been designed by the RCWB . <br /> Mrs . Sullivan pointed out this system controls the amount of water that <br /> drains into the lakes , the rate it drains and the quality of the water . <br /> Mrs . Sullivan suggested making a smaller area deeper , which would hold the <br /> same amount of water, but would make a larger area usable for park purposes . <br /> Mr . Schumacher felt that by working closely with Mr . Rehbein , this could <br /> possibly be accomplished . <br />
