Park Board K<64� <br /> April 6 , 1981 <br /> r� The regular meeting of the Lino Lakes City Park Board was called to <br /> order by Chairperson Julie LeBlond at 7 : 30 P .M . , April 6 , 1981 , in the <br /> City Administrator ' s office . Those members present were Jim Arntzen, <br /> Ken Johnson, Pete Scherer . Those members absent were Don Volk and <br /> Larry Crouse . Others __ present were Doris Sullivan and Jerry DeMars . <br /> Mr . Johnson moved to approve the minutes of the March 2 , 1981 meeting <br /> as presented . Seconded by Mr . Scherer . Discussion . Mrs . LeBlond <br /> requested that the minutes be amended to read ' that $ 1500 . 00 of funds <br /> donated by the V . F . W. to this date be allocated to be spent on a Tot <br /> Lot at City Hall Park ' . She also pointed out that Mr. Arntzen was <br /> present : . at the March meeting. The minutes were approved unanimously <br /> with the above corrections . <br /> Mrs . Sullivan presented the proposed plan for Shenandoah Park . She <br /> described the results of the survey she had made by visiting with <br /> 13 home owners who live near the park . The members of the Board <br /> discussed the variouspeints raised by Mrs . Sullivan : soil composition <br /> and use , location of holding pond in the usable park land , need <br /> expressed by residents in the area for park area designed for pre- <br /> schoolers (tot lot , bike trails) , cleared softball area with no formal <br /> structures , fenced in totlot for protection from creek drainage needed <br /> in swampy area to lessen mosquito breeding , and easements for public <br /> access . <br /> With regard to the holding pond , it appeared to the Park Board that <br /> the developer had created it on dedicated park lands . Mr . Arntzen <br /> moved that the City Council take action to have the developer move <br /> the holding pond out of dedicated park lands . Motion was seconded by <br /> Mr . Scherer and carried unanimously. <br /> The discussion then centered on the landscaping needs of Shenandoah <br /> Park and the failure of the developer to complete his portion of the <br /> landscaping of the North end of the park . After considerable dis - <br /> cussion , Mr . Arntzen moved that the developer be directed to conform <br /> to the specifications of the Shenandoah Park plan upon its completion <br /> and approval . The motion was seconded by Mr . Scherer and carried <br /> unanimously. <br /> Mrs . Sullivan said that she will complete the Shenandoah Park plan <br /> incorporating the ideas discussed this evening, and return with a <br /> completed plan for the Board ' s consideration at the May 4th meeting . <br /> Mrs . Sullivan was thanked for her excellent work . <br /> Mr . Jerry DeMars , Little League Director, was introduced by Mr . Arntzen . <br /> Mr . DeMars expained that his organization was quite concerned by the <br /> lack of protection in front of the benches of the baseball fields in <br /> Sunrise Park . He cited several type of accidents which could cause <br /> injury to Little League players as they sat on the bench . Mr . DeMars <br /> asked that the members of the Park Board consider the construction of <br /> five foot chain link fence protective barriers in front of the benches <br /> of the three fields played on by Little League teams . <br /> After discussion of budget constraints and the agreed upon need for <br /> protection for the benches , the members of the Park Board recommended <br /> that Mr . Volk investigate the costs involved and the feasibility of <br />
