1979 <br /> ,,-4he regular meeting of the Lino Lakes Recreation and Environmental Commission was to be <br /> eld Monday, December 18, 1978 at 8:00 P.M. There was not a quorum present. Members <br /> present: Crouse, Johnson. Members absent: Resch, Liljedahl , Shaughnessy, Scherer, <br /> Foster. Mr. Zelinka, Council liason and Mr. Volk, Public Works Supervisor were also <br /> present. <br /> Mr. Zelinka reported the Council actions of December 11 , 1978 regarding Novembers Park <br /> Board recommendations. He had checked with Attorney Locher regarding the Park Boards <br /> recommendations of requiring $150.00 per building permit on unplatted areas. Mr. Locher <br /> had checked with the League of Minnesota Cities and found that there is enabling legislat- <br /> ion on platted lands but not on unplatted lands. However, the League had told him that <br /> if there was a legal action it would be a Class Action and every City involved in this <br /> type of action would participate in the legal costs. Mr. Zelinka asked that this item <br /> be placed on the December 26, 1978 Council agenda. <br /> Mr. Zelinka had reported to the Council the Resolution passed by the Park Board in Nov- <br /> ember. The Council had felt the control of park lands must remain within the jurisdict- <br /> ion of the Council but agreed that recommendations from the Park Board have priority. <br /> The Council had no objection to the Recreation Association storing equipment over the <br /> proposed warming house area in the new Public Works building providing the Association <br /> provides the City with a release for all responsibility for the materials stored. <br /> Mr. Volk told the board that the building Inspector had refused to allow the install- <br /> ation of a warming house in the new public works building. It is a Class #2 building <br /> and a considerable expense would be involved in construction the warming house to meet <br /> erode. He could not see the $7,000 or more expense this would involve. <br /> Mr. Volk had suggested purchasing a trailer for a warming house. This trailer could <br /> be used all year in different capacities. The one problem is that a trailer is very <br /> vulnerable to fire. <br /> He said he would personally recommend the Board consider a permanent year round enclosure <br /> described as a shelter on the Plan for this Park. The $7,000 that would be used in con- <br /> structing a warming house in the new public works building would go a long way in con- <br /> stucting a permanent shelter. <br /> Mr. Zelinka felt the Council would have a problem with this until the park area is planned. <br /> Mrs. Anderson said this park had a comprehensive plan and wondered why this plan fell by <br /> the wayside. <br /> Mr. Zelinka asked that the City Hall Park Plan be placed on the January agenda. He felt <br /> maybe the Park Board should verify the fact they are in favor of this plan and ask the <br /> Council for a commitment to the Plan. <br /> m r. Zelinka asked the Clerk to determine what Board members terms expire and call them <br /> and ask them if they are available for another term. <br /> Mr. Volk was asked to write a letter to the Council explaining why a warming house could <br /> not presently be constructed in the new public works building. <br /> Volk said he had found a suitable garage to be moved to Sunrise Park for storage. <br /> jwever, there is a moratorium on moving buildings into the City until the Moving Ord- <br /> inance can be rewritten. <br />
