Sukke, Pastor <br /> November 7, 1994 <br /> Lino Lakes Park Board <br /> 7204 Lake Drive <br /> Lino Lakes, MN 55014 <br /> Dear Members of the Park Board, <br /> I am writing concerning the Park Dedication of Living Waters Lutheran Church. <br /> Background <br /> During the discussions that preceded the granting of the Conditional Use Permit, <br /> several options for Park Dedication(in addition to the Transportation Trail running <br /> the approximately 1,000 feet of frontage on Birch Street) were discussed. A cash <br /> grant of$10,000 was discussed,but because the congregation did not have those <br /> resources then,other options were discussed. An agreement was reached that the <br /> congregation would provide a walking trail on the lake shore. Originally this trail <br /> "Let was to have been wood chips,but because the City has no provisions for such <br /> justice trails,a gravelled trail that the City would blacktop was a part of the Conditional <br /> roll Use Permit. <br /> down <br /> like A contract for the construction of the transportation trail at a cost of$15,800 plus <br /> waters." permits and legal fees has been signed and work is expected to begin shortly. <br /> Amos 5:24 <br /> Walking Trail <br /> Living Waters has a bid in hand that sets the cost of construction of the walking trail <br /> at$9,200 (Permits, surveying and'lcgal expenses arc not included in that cost). In <br /> addition to the $9,200, Living Waters will provide to the City 12,000 square feet (8 <br /> foot wide trail, plus two-foot grass sp p on each side x 1000 feet long)of its <br /> property for the trail. The value.of this .275 acre of land based on its purchase <br /> price is an additional$2,750. <br /> As a congregation , we are requesting a reconsideration of our Park Dedication <br /> because of these costs. Now that the walking trail is a part of the City's trail <br /> system, we would like to suggest that the congregation's Park Dedication not <br /> exceed the$10,000 originally requested. The$10,000 figure would include the <br /> value of the property used for the trail. The City,then, would be responsible for <br /> the construction of the trail and the legal fees involved in its transfer. Thus, Living <br /> Waters would give$7,250 in cash plus the land as its Park Dedication. <br /> Living Waters Lutheran Church is being asked to fulfill all the responsibilities of a <br /> developer within the City. But Living Waters is not a developer and it does not <br /> Jesus said, "If you thirst,come to me and drink. <br /> Out of the hearts of believers shall flow rivers of living waters." John 7:37-38 <br />
