November 8, 1994 <br /> City Administrator <br /> Randy Schumacher <br /> City Hall <br /> 1189 Main Street <br /> Lino Lakes, Minnesota 55014 <br /> Dear Randy and city council members, <br /> In the August 23, 1994 edition of the Quad Community Press the Lino Lakes <br /> park director Marty Asleson talks about a proposed plan to build a 80 acre <br /> sports complex. In this article it is his position to hasten the purchase of the land <br /> before anyone else buys it. I'm concerned that in his haste to purchase this land <br /> that many other considerations maybe overlooked. Since our family resides <br /> just a few hundred feet away, I have numerous questions and legitimate concerns. <br /> My concerns are about the ecology, the right to maintain a certain quality of enjoyment <br /> of our properties in the neighborhood, the personal safety of the residents, and last but <br /> not least the financial stability of the market values of the homes in close proximity. <br /> The following is a list of questions that need to be answered. <br /> 1. Being that the property is surrounded by wetlands will there be an environment <br /> impact statement required? <br /> 2. Since our water tables are high, if you fill in some of this land how will this effect <br /> the drainage of the other properties near by? <br /> 3. Will there be a report on file so that the public can review how this lard will be <br /> developed? <br /> 4. Wouldn't a feasibility study be a critical element before the land is purchased <br /> to predetermine the success of such a large undertaking and to predetermine <br /> the needs and wants of the general public? <br /> 5. Since there has been an increase in arson fires at park locations in other cities, <br /> what fire protection is available and how far away is it? <br /> 6. Will there be a community center? <br /> 7. Will the sports complex be used by Lino Lakes residents only or will this be a <br /> commercial enterprise? <br /> 8. Will alcohol be permitted on the sport complex grounds? <br /> 11111s, 9. If alcohol is permitted how will Lino Lakes police this situation? <br /> 10. If alcohol is not permitted how will these rules be enforced? <br /> 11. Will the city hire extra police or hire private off duty police? <br />
