Because <br /> the wetlands as delineated have not yet been superimposed upon <br /> the site plan, it is not possible to quantify the extent of the <br /> proposed wetland impacts, but I can offer the following general <br /> comments: <br /> 1) The wetland delineation report is acceptable and the wetland <br /> boundaries are generally consistent with our field <br /> observations made last spring. <br /> 2) The concept plan as submitted indicates that some wetland <br /> impacts in the form of fill and excavation are proposed. <br /> The Wetlands Conservation Act Rules require that you first <br /> attempt to avoid, then minimize, wetland impacts, with <br /> replacement being the "last resort. " To document that this <br /> sequencing requirements has been met, you are required to <br /> describe at least two alternatives in addition to the <br /> proposed plan that would avoid and/or minimize impacts to <br /> wetlands. If it can be demonstrated that good-faith <br /> attempts to avoid and minimize have taken place, and wetland <br /> impacts must still occur, then a replacement plan must be <br /> submitted documenting the size, type, and construction <br /> methods of the replacement wetland. <br /> 3) District rules require pre-treatment of stormwater before it <br /> is routed to wetlands, unless it can be demonstrated that <br /> the character of the wetland will not be adversely impacted <br /> by direct inputs of stormwater. <br /> BOARD OF MANAGERS <br /> A.J.CARDINAL, SR.
