This ordinance requires all developers to rough - grade <br /> and gravel ell trails within 'a subdiYasion that are necessary to <br /> carry dut the goals of the Lino Lakes Parks Comprehensive Plan. <br /> In the past the city , has ant .they dollars to overlay these <br /> graveled areas with asphalt surfacing.' This year, it cost the city <br /> $30,000 to mash this, surfacing project. Growth and <br /> development has greatly impacted the park Boards ability to supply <br /> other services and facilities as they relate to neighborhood <br /> concerns. <br /> It is the purpose of this proposal to amend the present trail <br /> ordinance to include the provision requiring developers to <br /> completely finish all dedicated trails including the asphalt <br /> surfaces. I have inclosed a copy of the Lakeville approach to <br /> this. In essence, the Lakeville_model charges developers $150 `per <br /> lot for park trails. In this wanner there is a consistent charge <br /> for park trail needed and weather a developer has no trails or two <br /> miles- of trails. <br /> Please refer to, the article from the League of Minnesota Cities <br /> Journal entitled <br /> Co ras. and the article fk6 the Ninnesota 'Recreation and Parks <br /> E%rk QWJQ,4i in Still t Basically, what is summarized in <br /> these articles, is that'for park or trail dedication, a city must <br /> (1) demonstrate how the dedication requirement- promotes a <br /> legitimate public interest: and (2) provide a factual basis why the <br /> proposed use of the subject property sufficiently impacts the <br /> public so that the dedication is necessitated by development. <br /> Factual information should include population' numbers, statistics <br /> of park use:, geographical location, etc. to support the dedication. <br /> I have enclosed a copy of the Lake Valle Dedication Ordinance that <br /> we may want to look at.
