PLANNING& ZONING BOARD <br /> AGENDA ITEM 7A <br /> STAFF ORIGINATOR: Kendra Lindahl, Landform <br /> P &Z MEETING DATE: June 9, 2021 <br /> REQUEST: Zoning Ordinance Update <br /> CASE NUMBER: N/A <br /> APPLICANTS: City of Lino Lakes <br /> OWNERS: Multiple <br /> BACKGROUND <br /> On March 8, 2021, the City Council authorized Landform to update the City's Zoning Ordinance <br /> and Zoning Map. This is one of the steps required to implement the 2040 Comprehensive Plan <br /> that was adopted by the City Council on November 9, 2020. <br /> On May 12, 2021, the P&Z Board kicked off this effort with a discussion of Planned Unit <br /> Developments (PUD). The P&Z had a robust discussion about the purpose and intent of PUDs <br /> and provided direction to staff about desired changes to the ordinance. We are working with <br /> staff to prepare a draft for the July meeting. <br /> ANALYSIS <br /> City staff prepared a summary of Zoning Ordinance changes to the General Provisions section <br /> needed to comply with State Law, eliminate inconsistencies in the document,better reflect City <br /> goals and make the ordinance easier to read and understand. This initial round of edits is <br /> intended to provide significant content changes proposed for discussion. Staff will likely <br /> continue to make refinements and we work through the process. In the full draft expected to be <br /> presented to P&Z in December, there will likely be more significant formatting changes and <br /> additional refinements to the text. Staff will continue to highlight those changes as we move <br /> through the process. <br /> We have prepared a redlined version of the changes for review. The redlined document is <br /> attached for your review and changes are shown by deleting the sere material and adding the <br /> underlined material. A few highlights: <br /> 1. The non-conforming use section has been revised for compliance with the 2009 changes <br /> to MN Statute §462.357, Subd.le. <br /> 1 <br />
