n CITY OF LINO LAKES <br /> PARK BOARD MEETING <br /> MONDAY, JUNE 6, 1994 <br /> Marty then showed the board members the plan and discussed where <br /> the wetlands were and where the high ground is. George stated that <br /> our greatest needs are ballfields and we should look at the <br /> possibility of mitigation. Ken asked how much wetlands move. <br /> There was further discussion on wetlands. Three options we have <br /> are avoidance, minimization and mitigation. Replacement factor is <br /> 2/1. Amy, Brian and Joe asked if anyone had a copy of the plan. <br /> Marty stated no. Other comments made were that we should first <br /> look at the wetlands, secondly we should fit the element into the <br /> plan, and the last item would be financing. It was stated that the <br /> money has been approved by the City Council. Joe then asked about <br /> having an appraisal done. George asked if we should spend the <br /> $2000 before we decide if a referendum is going to be done. Marty <br /> said we should do it concurrently. However, we need to hold back <br /> a little before doing anything. <br /> Resident, Al Demotts was present and stated his views about parks <br /> and developers. He also responded to questions that the Park Board <br /> members had. <br /> There was continued discussion on mini parks. Amy stated she <br /> thought the residents would be happy if we thoroughly looked into <br /> the possibility of mini parks. George stated that it would take a <br /> minimum of two lots for a mini park which would equal approximately <br /> $71000 . Brian asked if the developer could leave a couple of lots <br /> vacant until close to completion of the project. Mr. Lindy stated <br /> we would really have to look at the cost of doing this. It was <br /> then asked how long it would take for the developer to complete <br /> this project. Marty said we would have to take this to the Project <br /> Management Committee and ask developers how they feel about this. <br /> George said this is only a bandaid fix until the recreation complex <br /> is completed. Joe thinks it is necessary to have something there. <br /> George stated the comprehensive park plan was done to avoid this. <br /> Marty said we should stick to the plan because we have put alot of <br /> money into the plan and we should avoid mini parks. Amy said it <br /> was a positive things for the developer to have a mini park and it <br /> would be to his financial benefit. George stated the developer has <br /> to make that decision. Pam said it would have to be done right <br /> away and not 3-5 years later. <br /> There was further discussion on the recreation complex and concerns <br /> were voiced. It was stated that we need to know where the <br /> recreation complex is going. It would be easier to decide what to <br /> do if it was known. <br /> FOCUS COMMITTEE UPDATE: <br /> Brian Bourassa gave an update on the Focus Committee. He stated a <br /> purpose statement has been completed and a Teen Subcommittee has <br /> been formed. Brian said Lino Lakes Police Officer Brandon Young <br />
