Current ordinance states the <br /> animal must be in the immediate presence of the owner. She <br /> explained that at night the owner will put his dog out and it let <br /> it run the neighborhood. Technically the owner is outside, and <br /> in the presence of the animal, so this is hard to enforce. <br /> Brian asked if Jeenie gets a number of animal calls each day. <br /> She said that it depends on the neighborhood, whether it is new <br /> or old, the season and whether it is a holiday. There are many <br /> factors that come into play. <br /> Brian said he was not aware there was a problem with animals as <br /> it relates to parks and trails. Pam said she sees dogs running <br /> loose in the neighborhoods and then go into parks where there are <br /> kids. A provision should be made for when a <br /> companion dog is needed on school grounds or city hall. He <br /> voiced his concern about it complying to ADA Regulations. Jeenie <br /> said the school district is responsible for that and they have <br /> set the policy. However, she will talk to the school district <br /> about it. <br /> Brian thought the ordinance was good but stated that he hates to <br /> over police something that is not a problem. He hasn't seen it <br /> but Marty has and if you use it to take care of the problem - <br /> fine. Pam stated that she has also seen the problem. <br /> Joe asked if we had an animal control officer or if Anoka County <br /> does it. Jeenie said she was the animal control officer but <br /> other officers also transported dogs and responded to animal <br /> complaints. The city of Lino Lakes has a contract with the Anoka <br /> County Humane Society. They come and pickup contained dogs and <br /> keep them in their facility until the owner claims them. Jeenie <br /> said she relies on the Anoka County Humane Society to respond to <br /> her calls. She said that about 90% of the animals picked up and <br /> taken to the society are recovered by their owners.
