Pecchia,Chief of Police <br /> CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN <br /> (CPTED) <br /> AN OUNCE OF PREVENTION <br /> The well-worn cliche coined by� Benjamin Franklin, "An ounce of <br /> prevention is worth a pound of cure, " seems an appropriate way of <br /> introducing a new role for law enforcement agencies in supporting <br /> the public and private activities of communities. Law <br /> enforcement agencies are the only major community and <br /> governmental service not included in the review and approval <br /> process of planning, zoning, traffic, and environmental design <br /> decisions. <br /> Why is it that a law enforcement officer who is visiting another <br /> city can automatically pick out the problem neighborhoods and <br /> business areas? The answer is simple - they learn to associate <br /> certain environmental conditions with social, economic, and crime <br /> problems. The same may be said for non-law enforcement visitors_ <br /> "If it looks bad, it must be bad" ! Everyone knows this! <br /> The degree of attractiveness of any location says a lot about its <br /> owners and the type of people who frequent the area. Conversely, <br /> it may say a lot about mistakes that are made by public agencies <br /> and private developers which end up making victims (and sometimes <br /> hostages) out of residents. Whatever the interpretation, the <br /> atmosphere of any area gives off environmental cues that tell <br /> individuals whether they are safe. <br /> There is a resurgence of interest in the concept referred to as <br /> Crime Prevention Through Environmental Design (C.P.T.E.D) . <br /> CPTED, is simply defined as the act of designing buildings, <br /> .streets, neighborhoods and parks so as to reduce the opportunity <br /> for crime to occur. <br /> By reviewing the "blueprints" or conceptual drawings of proposed <br /> developments and incorporating crime prevention measures, we can <br /> anticipate a reduction in various types of crime - particularly <br /> break and enters, thefts, mischief and assaults. <br /> r <br /> 7731 Lake Drive, Lino Lakes, Minnesota 55014-1109 <br /> Police Administration/Records: (612) 780-0605 Fax: (617) 780-000I <br />
