We have determined that the proposed amendment is incomplete for Council review. <br /> The plan amendment proposes to amend the city's park plan to accommodate the relocation of an <br /> athletic complex. The plan amendment does not include information indicating that the city has <br /> adopted the Metropolitan Council's Interim Strategy to Reduce Nonpoint Pollution to All Metropolitan <br /> Water Bodies. The strategy requires local governments to 1) amend their comprehensive plan, land use <br /> controls and stormwater plan to control the quality of stormwater runoff and 2) adopt the revised <br /> statewide shoreland regulations. Adoption of these measures is required after January 1, 1993. <br /> In order to correct the problem of completeness so that the Council can proceed with its review of this <br /> amendment, the city must revise the amendment to incorporate policies that address the Interim <br /> Strategy (see attached model language) and indicate its commitment to adopt revisions to its land use <br /> controls by a date certain. <br /> The Council cannot act on the proposed amendment until it receives the needed information, and the <br /> review period for the plan amendment will not begin until the information has been supplied.
