Evaluation of Sites for Park, Recreation, and Forestry Department <br /> South Athletic Complex City of Lino Lakes <br /> Evaluation Sheet for Parcel "B" <br /> Location: Birch Street (adjacent to City of Zoning Status:Rural <br /> Saint Paul Water Works Easement) <br /> MUSA Line Status:Outside Current Metropolitan Urban Services Area <br /> Parcel Size: Approximately 78 acres <br /> Evaluation Criteria Evaluation Statements <br /> Location The site is bounded on the north by Birch Street and on the east by the St. Paul Water Works <br /> "Is the site centrally located with respect to Easement.With the exception of Parcel A, this site is furthest to the east and furthest from the <br /> user populations and other park system population center(in the south half of the city). <br /> components?" <br /> Site Size, Shape,and Orientation The site is approximately 78 acres in size,of which about 15.5 acres are classified as <br /> "Are these conducive to the type of facilities wetlands.Given that they are scattered across the site,the wetlands make it difficult to use the <br /> programmed for this site?" available high ground efficiently and effectively with respect to facility design and layout. <br /> Topography Although 18 feet of elevation change across the site should not pose a serious technical <br /> "Will slopes and drainage patterns inhibit constraint with respect to site grading,grading costs would probably run higher on this site than <br /> ,O�Nelopment?" most of the other sites. <br /> Solis Most of the higher,non-wetland areas have loamy to loamy-fine sand soils. And as stated, <br /> "Will vegetation provide buffering ?Will it they pose a significant limitation on facility design and layout.Aside from the wetlands, the <br /> conflict with site development?"Will wetlands remainder of the site is either lying fallow,used for cattle grazing,or used for agriculture. <br /> interfere with site development? <br /> Vehicle Access Vehicular access is fair. Although Birch Street provides a suitable access on the north side of <br /> "Is the site accessible from arterial or the site, no other access opportunity is available from collector4evel streets. Given the linear <br /> collector streets?" character of the site,the entrance drive needed to provide access to facilities would be fairly <br /> extensive and completely internal. This could prove to be a difficult design concern. It would <br /> also use up valuable land and increase development costs. <br /> Trail Access' Although not extensive,site access via trails is available.As with Parcel A,the transportation <br /> "Is the site accessible from the community trail currently being developed along Birch Street could be extended to this site. Again,since <br /> trail system?" this trail interlinks with the community-wide trail system,trail access from most areas within the <br /> southern half of-the city would be feasible. Although the distance travelled by most users <br /> would be less than Parcel A, it may still pose somewhat of an impediment to using the trails as <br /> a primary means of getting to the site. <br /> Brauer & Associates, Ltd. 4 Project No. 93-35 <br />
