16 December 1993
Lino Lakes Park Board
Dear Chairman Lindy and Park Board Members:
The purpose of this letter is to give the Park Board a better understanding of the
Shores of Marshan Park Building remodeling proposal as discussed by the City
Council.
Over the past four months the City Council has been working on the 1994
general fund operating budget. Throughout those discussions, it became evident that
additional staff would be added at city hall. A variety of office alternatives were
r reviewed. Everything from leasing space to using portable offices were considered.
The council felt the most cost effective option would be to invest some general fund
dollars into the Shores of Marshan Park Building. This would resolve a number of
issues. First, it would provide temporary office space for the Park and Recreation
Department, and also establish a building that can be used in the future for long term
recreational programs. The general fund dollars earmarked for this building were
difficult to obtain. Many programs and projects were reduced or cut out of the 1994
budget because of the need to freeze the tax capacity and limit the impact on tax
payers.
The City Council felt that limiting the investment of the Park Board would
provide a strong incentive for support of this project. The following numbers outline
the estimated base investment needed for this building to be functional:
SHORES OF MARSHAN PARK BUILDING
COST ESTIMA TES
Sewer and Water Service $2,800.00
Heating and Cooling $8,000.00
Insulation $2,000.00
Electric Wiring & Lighting $9,500.00
Plumbing $4,800.00
Sheetrock - Taping & Spraying $5,200.00
Carpet $5,200.00
