RECOMMENDATION TO: CITY COUNCIL OF INVER GROVE HEIGHTS <br /> FROM: PARKS AND RECREATION COMMISSION <br /> MEETING HELD; APRIL 12 , 1989 <br /> MEMBERS PRESENT: CHAIRPERSON SHEILA TATONE ,. <br /> COMMISSIONERS MARTIN SILVI , COLLIN <br /> O'NEILL, L•YNDA BEERMANN , RENEE <br /> KATH, CONRAD MUELLER, AND ROGER <br /> TONDERL'M. <br /> SUBJ: PARK DEDICATION ORDINANCE <br /> Staff highlighted the memorandum regarding the park dedication <br /> ordinance and indicated that the Parks and Recreation Commission <br /> wgs responsible to report to the City Council the average value <br /> of undeveloped land within the City every two years . Staff had <br /> proposed a recommendation for the park dedication fees based on <br /> the following criteria: <br /> 1 ) Recent land sales within the City. <br /> 2 ) Comparison of other suburban community' s park dedication <br /> fees . <br /> 3 ) A report prepared by an independent appraiser. <br /> 4 ) The existing park dedication fees . <br /> As a result of this process staff indicated the following : <br /> 1 ) The value of severed residential land is increasiniz at a <br /> faster rate than the other three areas . <br /> 2 ) The value of unsewered residential land have increased at a <br /> moderate rate . <br /> 3 ) The value of commercial property in the northern area of the <br /> City is extremely variable . <br /> 4 ) Commercial industrial land values in the Pine Bend area have <br /> remained static in recent rears . <br /> Based on the information , staff recommended the following : <br /> 1 ) Residential severed land values should be increased to <br /> S9 , 250 . per acre or a 11 percent increase over a 2 year <br /> period . <br /> 2 ) The residential unsewered land Value should increase to <br /> S5 , 250 . per acre or a 5 percent increase over 2 rears . <br /> 3 ) The commercial industrial land -aloes remain the same <br /> as they were in 1989 . ) <br /> 4 ) The commercial industrial land values in the southern <br /> half of the City should remain the same as they were in <br /> '1 1989 . <br /> A lengthy discussion ensued by the Parks and Recreation <br /> Commission which reached the following consensus : <br />
