If necessary at this time, it is proposed that the land could be <br /> put into escrow for future park dedication until other options <br /> could be realized, which may require an extended period of <br /> negotiation with other agencies and land owners. <br /> 5. The Peninsula - This area is located in the eastern portion of the <br /> Pheasant Hills site . It contains approximately 2.5 acres of upland <br /> located adjacent to the wetland area. It is accessed by the <br /> proposed trail system. This land is both treed and open. It is <br /> suitable for both passive and certain types of active recreation . <br /> These proposals for park dedication provide a variety of options from <br /> which the Park Board can develop a comprehensive and sensitive approach <br /> to the recreational needs of the residents of Pheasant Hills and other <br /> citizens of the greater Lino Lakes community. <br /> It will obviously be necessary for all groups involved in these <br /> decisions to consider the unique features of the Pheasant Hills project <br /> and the opportunities available , as outlined in this proposal . <br /> It is Mr• . Vaughan's desire to minimize the taking of sites within the <br /> project because of the limited amount of developable land. The proposed <br /> waterway and substantial trailway development , and the theme of <br /> maintaining the natural environments to support the existing ecology <br /> should be considered as partial satisfaction of park dedication needs. <br /> n In lieu of , or in addition to, certain amounts of parkland dedication , <br /> Mr . Vaughan will pay park dedication fees for a negotiated number of <br /> lots on each phase . <br />
